Airport Manager !

The Airport Manager is responsible for administrative and supervisory work at the Springfield-Beckley Municipal Airport. Work involves responsibility for the daily operation and financial activities of the Springfield Beckley Municipal Airport (SGH).

The Airport Manager reports directly to the Assistant City Manager and is responsible for planning, organizing, and overseeing airport administration, finance, operations, maintenance, public relations and a wide variety of duties. The Airport Manager must have knowledge of airport funding, general aviation airport operations, Federal Aviation Administration and Ohio Department of Transportation – Division of Aviation rules, policies, procedures, airport certification and security, emergency and disaster preparedness, airport design and construction standards, noise abatement procedures, navigational aids and airport snow removal. In addition, the Airport Manager must have knowledge of emerging aviation technologies such as Advanced Air Mobility concepts and applications to include drones, eVTOLs, hybrid aircraft and airspace monitoring and management technologies. The Airport Manager oversees the safe and efficient management of City personnel who perform FBO operations and the maintenance of the airfield, terminal building and associated airport properties.

This position is considered essential personnel and will be required to respond to emergencies relating to the Springfield Beckley Municipal Airport.

Responsibilities

Assists in negotiating leases and contracts for the airport; supervises all leases and agreements and monitors users of the airport to insure that the Airport’s Minimum Operating Standards and Rules and Regulations are followed.

Prepares, updates, and administers operational and maintenance plans; represents the City in all aeronautical matters with state and federal agencies; assists in preparing, reporting and administering provisions of grants; supervises and monitors all airfield movements and projects; enforces federal and other laws governing airport use.

Supervises, inspects, and schedules maintenance activities, including daily runway inspections, pavement and grounds maintenance, buildings maintenance, airfield lighting and Navaids maintenance, equipment maintenance, mowing operations, snow removal operations, and other general maintenance.

Establishes and maintains strong working relationships with the National Advanced Air Mobility (NAAMCE) partners, Ohio Air National Guard Base, airport tenants and operators and oversees the rental process for hangars; prepares specifications and coordinates follow-up action in the purchase of major capital items and construction projects.

Develops data for preparation of specifications for bidding; prepares correspondence, memorandums, reports, and studies as needed; interviews and recommends personnel for hire, disciplines personnel, and performs other personnel‑related work as required, including handling employee grievances.

Prepares annual budget and work plan and short- and long-term capital improvement plans; reviews the work in progress and makes periodic reports on same; confers with other city department personnel, consultants, and contractors to coordinate divisional projects and activities.

Provides staff support to the Airport Advisory Board and makes periodic updates to the City Commission, including preparation of minutes and related documentation and reporting.

Manages access to airfield use in support of advanced air mobility technology testing and coordinates scheduling in cooperation with ODOT-UAS Center and NAAMCE.

Performs all other job related duties as assigned

Qualifications

Bachelor’s degree in Aviation Management, Business Management, Public Administration

or

related field and

a minimum of three years’ experience in airport management or any equivalent combination; considerable experience in airport operational and maintenance activities;

or

any equivalent combination of training and experience that provides the needed knowledge, skills, and abilities.

Must possess a valid Ohio driver’s license and meet insurability requirements under the City’s insurance plan.

Considerable knowledge of airport terminology, operational and maintenance requirements, and federal/state laws governing the operation of airports.

Working knowledge of emerging aviation technologies (e.g., Advanced Air Mobility/eVTOL operations), including potential impacts to airport planning, infrastructure (power/charging), safety/emergency response, community engagement, and evolving FAA guidance.

Ability to coordinate airport activities, operations, capital projects, and funding as needed and required with the FAA and Ohio Department of Transportation – Aviation Division.

Ability to prepare, modify and implement airport operational, and maintenance policies and procedures consistent with federal and state requirements.

Ability to keep records, to prepare work and time reports, and to prepare and administer budgets.

Ability to read, understand and enforce federal, state, and city ordinances, laws, rules, policies, and procedures relating to airport operations.

Ability to communicate effectively both orally and in writing.

Ability to plan, direct and evaluate the work of the Assistant Airport Manager, terminal (FBO) and maintenance personnel.

Ability to define problems, collect data, analyze information, and evaluate alternate solutions.

Ability to develop and maintain effective working relationships with associates, economic development partners, government officials, and the general public.
