The Enclave Operations Manager is a key leadership role responsible for overseeing a secure, controlled computing environment. The role requires a strong understanding of cybersecurity protocols and best operational practices, particularly in industries that handle sensitive data, such as government, finance, and defense.

Working closely alongside peers in Cyber Operations, Cyber GRC, Cyber Platform, and Identity & Access Management (IAM) to ensure a cohesive and integrated security posture. This position involves managing daily operations, ensuring compliance with regulations like CMMC and NIST SP 800‑171, and coordinating with vendors and internal teams to maintain security and operational efficiency. Key duties include access control, security monitoring, incident response, and technical documentation.

The successful candidate will combine technical expertise with strategic vision to safeguard HDR’s critical systems and data.

Primary Duties/Responsibilities

Enclave operations management: Oversee the day‑to‑day operations of the secure computing environment, including access control, performance monitoring, and configuration management.

Vendor and service provider coordination: Manage relationships with third‑party vendors and service providers (Managed Service Providers (MSP)/Managed Security Service Providers (MSSP)) to ensure they meet service level agreements (SLAs).

Security and compliance: Enforce and monitor compliance with federal security regulations and frameworks, such as CMMC Level 2 and NIST SP 800‑171. Support all related audits.

Security monitoring and incident response: Coordinate with MSSP to respond to incidents and analyze logs.

Technical documentation: Create and maintain detailed technical documentation for security audits, system configurations, and operational procedures.

Strategic planning and process improvement: Collaborate with multiple teams to streamline enclave operations, enhance productivity, and implement improvements.

Cross‑functional collaboration: Work with IT, HR, and compliance teams to support the enclave's integration with broader business functions.

Preferred Experience And Skills

Minimum 5 years of progressive experience in Information Security

Minimum 2 years managing a team of engineers and enterprise security platforms.

Working knowledge with cloud infrastructure

Experience with Zero Trust Architecture and enclave segmentation

Excellent communication, negotiation, and stakeholder management skills.

Strong knowledge of cybersecurity technologies, protocols, and best practices.

Experience in risk assessment, incident response, and security operations.

Proven ability to lead and mentor technical teams.

Familiarity with regulatory frameworks.

Ability to manage multiple projects and priorities in a fast‑paced environment

Bachelor’s degree in Cybersecurity or equivalent work experience

Minimum of 5 years of experience in planning and support of IT technology and/or security related systems

Minimum of 2 years of leadership and management experience

Experience leading large teams in a matrix management environment

CompTIA Security+ certification

Familiarity with cybersecurity related standards such as NIST 800‑171 and FedRAMP

Experience with cybersecurity system project design and implementation

In‑depth technical knowledge of security architectures, technologies, and best practices

Demonstrated track record of establishing priorities and meeting deadlines

Experience managing vendor agreements and tracking service levels

Advanced oral, written, and interpersonal communication skills

Strong presentation and facilitation skills to communicate with and persuade a wide range of audiences

Strong supervisory and matrix management skills and ability to oversee tasks delegated to others

Ability to manage large technology initiative with distributed teams

Required Qualifications

Bachelor's degree in Business, IT or Management

A minimum of 7 years of experience with at least 5 years of project management experience

Experience leading large teams in a matrix management environment

Program management experience leading large programs that involve significant business change

Demonstrated track record of establishing priorities and meeting deadlines

Experience developing and managing program budgets

Knowledge of business case development including cost/benefit analysis, NPV, current and future state assessments

Experience managing vendor agreements and tracking service levels

Familiarity with compliance (regulatory, SOX, etc) and governance issues

Advanced oral, written, and interpersonal communication skills

Strong presentation and facilitation skills to communicate with and persuade a wide range of audiences

Strong supervisory and matrix management skills and ability to oversee tasks delegated to others

Ability to manage large technology initiative with distributed teams

Experience in managing technology initiatives, preferably with systems that handle significant load with concurrency and data

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full‑time regular positions.
