Overview
Lead and oversee a large, multi-functional and complex financial management and audit effort. Provide leadership for the preparation, execution, and management of the DTRA resource portfolio. Oversee a team supporting agency program and budget development, formulation, execution and manpower resource requirements. Lead a team that incorporates best practices into the management and controls structure of Financial Management across Program and Budget Support, Financial Operations, Finance and Accounting, Cross-cutting Comptroller Support, Chemical and Biological Defense Program (CBDP) support, Defense Agencies Initiative (DAI) and Financial Systems Sustainment Support. Manage a geographically dispersed team. Understand all phases of Programming, Planning, Budget Formulation and Execution (PPBE). Serve as the Sr Advisor to the DTRA Comptroller and other Directorate Government Leads.
Responsibilities

Provide oversight of a team supporting agency program and budget development, formulation, execution and manpower resource requirements
Lead a team that incorporates best practices into the management and controls structure of Financial Management for: Program and Budget Support, Financial Operations, Finance and Accounting, Cross-cutting Comptroller Support, CBDP support, DAI and Financial Systems Sustainment Support
Manage a geographically dispersed team
Understand all phases of PPBE
Serve as the Sr Advisor to the DTRA Comptroller and other Directorate Government Leads
Skills
Team Leadership in a Comptroller (Financial/Budget) environment
Project Management experience including financial tracking, quality control of deliverables and project staffing experience
Ability to manage multiple projects simultaneously
Strong federal audit/internal controls experience
Proficient in understanding Federal, DoD, FAR, and DFAR regulations, guidelines, standards, and concepts; or other relevant industry policies and best practices
Knowledge and experience in US Federal Civil agencies and DoD agencies preferred
Strong communications skills
At least 10 years of experience managing large program/projects
Qualifications
10+ years in Program Management with cost, schedule and performance responsibilities
Experience working in a program office for systems development and acquisition or similar organization
PMP desired
Bachelor’s in Business Management, Accounting or Finance preferred
Qualify for Secret or Top Secret SCI
