CONTRACT PENDING AWARD The Program Manager plays an integral role on the Senior Management Team providing operational support to the Executive Management Team. In addition, as the leader serving in the Program Manager role in support of the White Sands Missile Range (WSMR) - White Sands Test Center (WSTC) - Mission Support Services contract, the key to success is in delivering effective and safe services. This role spearheads experienced leadership and contract management in a test and evaluation environment. The exceptional focus on customer needs and service and contractor responsiveness are mission critical in this role.

The Program Manager organizes, plans, schedules, and controls all support and engineering work. The Program Manager shall be a responsible company official with authority to obligate the company regarding contractual and financial matters. The Program Manager is the primary liaison with the Government and must have a technical and administrative grasp of all contractual requirements. The Program Manager supervises all Contractor personnel engaged on this contract and is responsible for the day-to-day operations including cost control, planning, reporting and project schedules. The Program Manager shall manage all resources to implement work requirements to their timely and successful completion.

Duties and Responsibilities

The Program Manager will have full authority to act on behalf of all contract matters that relate to the daily operations of the contract

Serves as the single point of contact for all functional, technical, and contract related services

Serves as the primary liaison with designated CORs and ACORs and shall have a technical and administrative grasp of all contractual requirements

Plans, conducts, oversees, and is responsible for all work performed under this contract

Is a responsible company official with authority to obligate the company with regard to contractual and financial matters and shall have the authority to act or make decisions on behalf of TRAX

Serves as primary on-site company point of contact for TRAX, with authority to fully execute contract modifications, subcontracts agreements, and any purchase orders

Assess test plans in terms of resource and workload allocations, resolve conflicts, updating milestone schedules, and ensuring adequate and timely test support is available

Assess projected workloads, compare to available resources in terms of numbers and available skills, and confer with TRAX WSMR personnel on issues and need to supplement resources

Monitor contract deliverables to ensure all contract and test requirements are met or exceeded in accordance with Government guidance and regulatory requirements

Establish, approve, and ensure compliance with all WSMR, ATEC and Army policies and procedures

Coordinate with, and serve as a technical interface with the WSMR customer (Test Officers and Test Teams) in technical meetings and conduct program analysis to provide timely and responsive test support

Meet regularly with primary Government contacts, KO and CORs

PWS duties will drive all daily operations, activities and decision making

Has authority to fully execute contract modifications, subcontracts agreements, and any purchase orders; subcontracts

Establishes performance standards for contract managers and leaders

Serves as primary point of contact for internal and external audit agencies

Performs other job-related duties as assigned

Qualifications Required Skills and Qualifications

Bachelor's degree in Engineering from an accredited college or university or an integrated Business-Engineering program; advanced degrees preferable

Ten (10) years of demonstrated engineering and management experience on contracts OR projects with organizational responsibilities of a similarly complex nature and financial scope

Work experience AND demonstrated leadership responsibilities on at least three large projects or programs utilizing civil, mechanical, computer, electrical and electronics engineering disciplines

Experience reviewing and approving the work of project managers, engineers, support staff and contract administrative personnel

Two (2) years of experience, demonstrated knowledge of, or education in the DOD contracting process

Two (2) years of experience, demonstrated knowledge of, or education in the DOD acquisition process specifically related to the test career field

Excellent interpersonal and communication skills with documented supervisory experience

Well-organized, results-oriented, energetic, team player with proven decision-making ability

Highly developed analytical, critical thinking and problem-solving skills

Skills and knowledge of Microsoft Office products and SharePoint

Must be able to support occasional travel (25% or less) as required CONUS/OCONUS

Experience in the testing and/or development of DoD systems is highly desirable

Advanced professional certifications are desired such as Project Management Professional (PMP), Lean Six Sigma Black Belt, or Certified Scrum Master (CSM)

Has current knowledge and experience with labor laws and managing Collective Bargaining Unit employees

Physical Demands and Working Conditions

The work of this position is performed in an environmentally controlled office environment and sometimes in the field where you are subject to the environment

Must be capable of sitting and entering data on a computer keyboard for extended periods of time

Must tolerate noise level of frequent weapon firings in the workplace and observe outdoor test activities in temperatures exceeding 115 degrees Fahrenheit

Must be able to lift 25 pounds unassisted

Must possess and maintain an active Top Secret Security Clearance IAW DOD regulations
