GENERAL STATEMENT OF JOB
This position works to ensure consistent and proper application of the County development ordinances to projects submitted to the Department for review and permitting. This position performs planning and technical work requiring extensive knowledge of land use planning, administration of development ordinances, and as well as assisting Planning Staff with short/long term planning needs. Performs intermediate technical work enforcing and ensuring compliance with applicable zoning and land use development regulations, acting in the official capacity as Zoning Enforcement Officer, coordinating review of all land development proposals for compliance with zoning regulations and investigating complaints in regard to possible ordinance violations, coordinating the subdivision review process and enforcement of all related applicable regulations, providing general support assistance to activities of the Planning and Inspections Department, Planning Board, Board of Adjustment and Technical Review Committee, and does related work as required. Work is performed under the limited supervision of the Planning Director.
ESSENTIAL JOB FUNCTIONS
Reviews site plans, minor subdivision plats, and construction plans for conformance with Unified Development Ordinance (UDO) and modifications to the same.
Provides technical assistance to citizens, developers, and public officials regarding subdivision, zoning and related matters.
Assists in preparing maps, reports, and packets for Planning Board and Board of Adjustment; may make presentations as appropriate.
Processes and writes zoning compliance letters and processes assessment inquiries. Reviews and approves all residential plot plans and zoning permit applications.
Serves as backup clerk to Planning Board and Board of Adjustment, keeps official minutes, prepares agenda, prepares signs for posting, sends meeting notification to property owners, advertises deadlines.
Ability to prepare staff reports and present agenda items to both the Planning Board and Board of Adjustment.
Attendance at an occasional (once to twice monthly) night meeting. Responds to public contact via walk-in, telephone, and email.
Enforces various County ordinances; inspects new construction and patrols the County for compliance with applicable zoning regulations and land use ordinances. Issues zoning permits; processes applications; reviews applications for accuracy and completeness.
Responds to inquiries from citizens, contractors and builders concerning permitting, procedures, and schedules; interprets applicable ordinances, rules and regulations; assists other departments and associates.
Processes applications for Special Use Permits, Rezoning, Subdivisions, and permits to develop in Flood hazard Areas.
Places signs on properties applying for special uses, rezoning, and variances.
Processes resolutions for recording of special use permits, and rezoning.
Responds to and investigates citizen complaints regarding zoning violations; issues zoning violation notices; removes non‑compliant signs.
Prepares and submits a variety of reports to the appropriate committee, board or department. Performs other related work as required.
MINIMUM TRAINING AND EXPERIENCE Bachelor's degree with coursework in urban planning, political science, history, or related field with experience in planning and community development or finance with equivalent combination of education and experience. Planning Associates/Technicians with two years minimum of progressively responsible experience in planning and policy will suffice.
SPECIAL REQUIREMENTS Ability to obtain Zoning Official certification and SCM certified within two years of employment.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Physical Requirements: Must be physically able to operate a variety of automated office machines including computers and peripheral equipment, transcribers, copiers, facsimile machines, calculators, etc. Requires the ability to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for sedentary work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional structural, or composite characteristics (whether similar to or divergent from obvious standards) of data, people or things.
Interpersonal Communications: Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments and/or directions from superiors.
Language Ability: Requires the ability to read a variety of correspondence, minutes, agendas, public notices, news advertisements, records, indices, reports, forms, technical, manuals, general statutes, purchase orders, invoices, etc. Requires the ability to prepare correspondence, memoranda, reports, forms, meeting minutes, agenda, resolutions, franchises, ordinances, purchase orders, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to people with poise, voice control and confidence.
Intelligence: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.
Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in standard English.
Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; to multiply and divide, to calculate percentages and decimals.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment.
Manual Dexterity: Requires the ability to handle a variety of items such as office equipment. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination: Does not require the ability to differentiate between colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.

KNOWLEDGE, SKILLS AND ABILITIES Considerable knowledge of the basic governmental and administrative framework in which the planning department functions operate. Considerable knowledge of arithmetic, spelling, grammar, punctuation and vocabulary. Considerable knowledge of state open meetings and public records laws. General knowledge of building and land development code regulations. General knowledge of the use of various telecommunications systems utilized by County offices. Some knowledge of the geographic and socio‑economic layout of the County. Skilled in the operation of common office machines, including popular computer‑driven word processing, spreadsheet and file maintenance programs. Ability to make routine administrative decisions independently in accordance with laws, regulations, County policies and procedures, and to solve problems, and answer questions of the general public and development community. Ability to develop and modify work procedures, methods and processes to improve efficiency of department processes. Ability to type accurately at a moderate to high rate of speed. Ability to communicate effectively orally and in writing. Ability to exercise considerable tact and courtesy in frequent contact with public officials and the general public. Ability to establish and maintain effective working relationships as necessitated by work assignments.
