The Service Management, Integration, and Transport (SMIT) IDQ has an exciting opportunity for a Regional Resource Manager to support efforts for the Marine Corps Enterprise Network (MCEN) Program. As MCEN prepares for the program recompete, the Regional Resource Manager will need to have a customer-focused, growth mindset with proven people leadership, aligned with the Leidos Leadership Pillars, talent acquisition and IT project-management expertise. The Regional Resources Manager’s understanding of how to help achieve maximum award fee and prior demonstration of success in this area will be critical. Candidates will need to exhibit an understanding of IT project management concepts, inclusive of scope, schedule, cost, resource, communication, risk, and stakeholder management. Primary Responsibilities

Lead a robust customer engagement plan to understand customer current and future needs, improve contract performance, influence on-contract growth and provide IT Operations thought leadership Recruitment, leadership, performance management, development, engagement and retention of a team of junior and senior level employees with expertise in infrastructure and systems management, asset management, cyber operations and IT operations Provide IT infrastructure and/or application infrastructure life-cycle technical support, including planning, project management, installation, on-going management/monitoring/troubleshooting, and de-installation, following operational policies and processes that are compliant with industry standards (e.g. Information Technology Infrastructure Library (ITIL) Partner with Talent Acquisition team to develop a recruitment strategy specific to the local market (job fairs, speaking engagements, event sponsorship, military outreach), regularly measure effectiveness and adjust as necessary Ensure that the project(s) and its personnel maintain the proper direction in fulfillment of the contract scope of work Review, analyze and provide feedback on progress reports, work plans and other documents to ensure compliance with company standards and contract requirements Employ program management skills, by accurately reporting progress against the baseline, in addition to employing a risk register to identify risks, analyze identified risks, and develop associated mitigations Manage subcontractors and partners working with us to meet and/or exceed service level contract requirements Ensure operational excellence by monitoring and ensuring team goals and key contractual commitments are met (e.g. SLAs or service delivery goals, costs/budget) Basic Qualifications

Prior people leadership experience with the ability to drive successful completion of projects and deliverables Proven track record achieving maximum award fee and on-contract growth Strong performance in government contracting, particularly related to financial aspects and standard business practices (e.g., familiarity with and ability to interpret statements of work, contracts, subcontracts, purchase orders, etc.) Successful experience running either staff augmentation contracts, or CLINS with a LOE usage Excellent understanding of CPFF and FFP contracts BA degree and 4+ years of prior relevant experience or Masters with 2+ years of prior relevant experience ITIL 4, Six Sigma, Lean, CSM, CompTIA or other Certification 5+ years managing LCATs on a government contract Proven experience with resource planning, labor category requirements, and requisition development Ability to travel 50% Experience with change management; with the ability to implement processes, while addressing political considerations U.S. citizen with a DoD Secret security clearance or higher Geographically based to region supported Preferred Qualifications

PMI Project Management Professional certification PRINCE2 certification Prior Marine Corps or Navy experience Pay Range
