The DSS Accountability Office (DSS-AO) protects the integrity of social services programs administered by DSS and ensures compliance with statutory, regulatory, and contractual standards.

OQA & FI ensures the integrity, efficiency, and regulatory compliance of agency operations, advising programs of potential risks and vulnerabilities. They also ensure FIA programs such as Food Stamps, Cash Assistance and Medicaid operate with a high level of accuracy and integrity, monitoring these programs to find potential threats to integrity and ensuring compliance with best practices and relevant policies.

Complete monthly reports for CA and NCA SNAP based on the Enhanced Quality Assurance System (EQAS) audits, using program databases to provide statistical and other quantitative data and producing descriptive and projective results on SNAP error rates for agency decision‑making.

Prepare periodic trend analysis on State Quality Control case and payment error rates and CAPER error rates, ensuring official federal and state error findings are based on accurate and complete information. Prepare comprehensive statistical and analytical reports and distribute them to appropriate agency heads for reference and managerial decision.

Provide analyses of major SNAP error trends and identify causal factors within error elements to develop error correction plans. Maintain consistency and integrity of data collection by assessing accuracy, validity, and integrity of reports and information provided to HRA/Family Independence Administration.

Provide analytical assistance in data reporting and analysis for special projects designed to enhance the operational and administrative activities of the office regarding program accountability and integrity.

Oversee and coordinate staff development and instructions for program staff conducting SNAP quality control audits, instructing staff using the SNAP Source book and USDA Food and Nutrition Service (FNS) Handbook, and ensuring modules and instructional material adhere to federal/state QC regulations and guidelines.

Provide technical assistance in program planning, performing detailed analysis of workflow patterns to determine optimal efficiency of operations, and conducting administrative studies on processes to develop innovative data‑mining methods that identify integrity issues and recommend corrective action plans.

Research federal, state, and city procedures to interpret or provide clarification and guidance on policy to program staff, and develop curriculum, assess, and evaluate the effectiveness of OQ staff‑development programs to improve quality of work, increase productivity, and meet management goals.

Minimum Qualifications

Master’s degree in a relevant field and one year of satisfactory full‑time professional experience in a related area, or

Baccalaureate degree and three years of satisfactory full‑time professional experience in a related area, or

Associate degree or completion of 60 semester credits and five years of satisfactory full‑time professional experience in a related area, or

High school diploma or equivalent and seven years of satisfactory full‑time professional experience in a related area, or

A combination of education and experience equivalent to the above, with college credits substitutable for experience at the rate of 30 semester credits per year of experience. All candidates must have a high school diploma and at least one year of experience as described above.

Residency Requirement New York City residency is generally required within 90 days of appointment. However, City employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
