Aqueducts & Inlets Manager – S&B USA Construction Fay is part of S&B USA Construction, a family of diversified heavy‑civil and industrial construction companies recognized for safe and innovative infrastructure solutions. ASN Constructors, a joint venture of Acciona, Shikun & Binui and North American Construction Group, will work with the Metro Flood Diversion Authority to build a historic project that protects the Fargo‑Moorhead area from flood waters. The Aqueducts & Inlets Manager is responsible for ensuring the planning, coordination, and successful completion of all work associated with the project’s Aqueducts, Inlets, and associated Water Control Structures, including mechanical and electrical systems (heating, control, and SCADA), and embedded instrumentation.

Duties And Responsibilities

Lead planning, construction engineering, and systems integration required to complete the Aqueducts, Inlets, and Gate Structures.

Determine and define scope of work and deliverables.

Manage subcontractors and key suppliers responsible for mechanical, electrical, and controls systems (including gates, heating, power, and SCADA systems).

Ensure necessary permits, approvals, and other regulatory prerequisites are satisfied and in place.

Oversee all procurement and commercial matters related to subcontractors and suppliers, including negotiation, change management, and cost control.

Collaborate with the commercial team in respect of supply of materials and subcontractor selections.

Lead development and monitoring of detailed construction schedules; ensure alignment with project milestones and critical path objectives.

Issue progress updates as needed regarding costs and timelines.

Ensure work is carried out in compliance with the Project Agreement.

Ensure that subcontractor and supplier relationships are maintained.

Provide technical oversight, including the review and interpretation of complex technical documents, drawings, and specifications, ensuring constructability and coordination across disciplines.

Support a high‑performing project team that has been operating together for several years by integrating seamlessly, demonstrating initiative, and rapidly understanding established processes and interfaces.

Other duties as assigned.

Requirements

Education: A bachelor’s degree in Civil, Mechanical, or Electrical Engineering or a similar technical engineering degree is preferred.

Degrees in Construction Management or a Civil Engineering Degree with a certificate in Construction Management would also be acceptable.

Experience: 10+ years in a Civil, Mechanical, or Water‑Control Systems Engineering leadership role.

Experience in managing complex hydraulic structures, gate systems, or water conveyance facilities on large‑scale infrastructure projects.

Experience in managing work on P3 Projects (Public‑Private Partnerships) or Projects with a value of $100M USD or greater is highly valued.

Preferred experience in Heavy‑Highway, Heavy‑Civil, or Water Infrastructure Construction.

Skills

Possess confidence and ability to execute without significant oversight, but willingness to seek input when needed.

Demonstrated ability to build and manage a diverse, cohesive, and effective team; manage different disciplines and functions within the group.

Delegate and monitor work and provide constructive feedback.

Proficient in schedule oversight, cost management, procurement, and risk control for multi‑disciplinary work packages.

Proficient in data analysis, risk management, team building, and staff development.

Strong understanding of mechanical and electrical systems, including SCADA and control integration.

Strong leadership and communication skills are crucial, given the responsibilities of team building and stakeholder communication involved in the role.

Physical Demands and Work Environment Work Environment

This position is primarily based at the project office with regular field presence at the Aqueduct and Inlet locations as required.

This work environment may involve minimal exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.
