PMI is growing its state government affairs team and is looking for motivated self‑starters. This Manager role will report to the West/Southwest Regional Director and be a key player in developing and implementing PMI’s government relations and public policy strategies in key West/Southwest states to advance the company’s long‑term business interests. The role will work cross‑functionally throughout the company to manage a portfolio of key issues in the West/Southwest region at both the state and local level. The role will represent PMI to all elected officials and government agencies and regulatory bodies, represent PMI with trade associations, build, grow, participate in, and maintain diverse coalitions in support of policy issues and business priorities; develop and creatively implement strategic plans often with limited traditional resources to advocate for business priorities; and build support with external and internal stakeholders.

Responsibilities

Build and maintain relationships on behalf of PMI with key stakeholders in key West/Southwest states who have the ability to impact and influence the company’s business priorities.

Cultivate, maintain, and engage trusted relationships directly with key officials including State Legislators, Governors, Attorneys General, officials working in the executive branch, independent agencies, and local officials.

Maintain a comprehensive understanding of legislation, emerging issues, and industry trends, ensuring relevant stakeholders throughout the company are informed with analyses of the significance, relevance, and business impact of these developments in a timely manner.

Manage legislative and regulatory tracking systems across all states in the Southwest and West regions, ensuring timely and accurate reporting to both Regional Directors.

Manage and evaluate PMI’s participation in third‑party organizations, coalitions, and memberships by tracking deliverables, costs, and strategic value, and making recommendations for renewals or exits based on ROI analysis.

Lead or support cross‑state initiatives relevant to the region, including partnership development, legislative monitoring, and program execution in collaboration with internal and external stakeholders.

Develop and implement a framework for engagement on issues and with organizations unique to western states that support PMI’s business and policy objectives.

Balance priorities, time and resources between the Southwest and West regions, maintaining transparent communication and alignment with both Regional Directors and adapting to shifting business needs.

Coordinate policy communications on key legislative and regulatory issues, including executive briefing memos, white papers, presentations, and agency comment letters.

Develop and deploy grassroots lobbying tactics to support PMI’s public policy objectives, while also leveraging national and local political organizations to strengthen relationships with key stakeholders and deepen policymakers’ understanding of PMI's benefit to society.

Develop and implement strategies (sometimes traditional, sometimes out of the box) to advocate for smoke‑free policies.

Organize and execute educational and scientific engagement events for key stakeholders and officials.

Other administrative tasks to support the department as needed.

Qualifications

5+ years of government, political, policy, legislative, campaign experience in West/Southwestern states.

Strong working understanding of the state policymaking process and government relations.

Proven track record of relationship building.

Press, media relations, public affairs or communications experience a plus.

Willing to travel around the region up to 50% of the time.

Self‑starter and project leader.

Excellent communication, presentation, and public speaking skills.

Excellent organizational, planning, analytical and implementation skills.

Annual Base Salary $140,250 – $187,000

Philip Morris International (PMI) is leading a transformation in the tobacco industry to create a smoke‑free future and ultimately replace cigarettes with smoke‑free products to the benefit of adults who would otherwise continue to smoke, society, the company, its shareholders and its other stakeholders. PMI ships versions of its IQOS Platform 1 device and consumables to Altria Group, Inc. for sale under license in the U.S., where these products have received marketing authorizations from the U.S. Food and Drug Administration (FDA) under the premarket tobacco product application (PMTA) pathway; the FDA has also authorized the marketing of a version of IQOS and its consumables as a Modified Risk Tobacco Product (MRTP), finding that an exposure modification order for these products is appropriate to promote public health. Through multidisciplinary capabilities in product development, state‑of‑the‑art facilities and scientific substantiation, PMI aims to ensure that its smoke‑free products meet adult consumer preferences and rigorous regulatory requirements.
