Senior Program Specialist (VITA Site Coordinator) – Community Services and Employment Training (CSET)
Overview: CSET is recruiting seven site coordinators to oversee our Volunteer Income Tax Assistance (VITA) site. This 20‑40 hour per week position requires accuracy, attention to detail, good customer service skills, the ability to work independently with diverse populations, and strong volunteer management skills. English/Spanish fluency is required due to the large number of Spanish‑speaking clients served by the program.
Responsibilities
Oversee VITA site operations and ensure accurate tax preparation.
Train tax preparers at the site.
Assist in error checking tax returns processed at the site.
Be available to work Saturdays until August 31, 2023, and flexible for weeknights or travel throughout Tulare County.
Manage volunteer scheduling and day‑to‑day oversight.
Qualifications
Knowledge of computer usage and applications.
Knowledge of federal, state, and tax laws.
Ability to review programs effectively and make recommendations as needed.
Ability to learn quickly, meet deadlines, be highly organized, and work well as a team player.
Ability to develop and maintain effective working relationships.
Ability to work effectively with minimal supervision.
Effective written and oral communication skills.
Excellent communication skills to teach concepts to volunteers and diverse groups.
Short‑range organizational planning and volunteer management skills.
Sound independent judgment within specific department guidelines and practices.
Excellent writing skills and ability to prepare training presentations for staff and volunteers.
Availability to work some Friday nights and all day Saturday and Sunday.
Must pass the Advanced and Site Coordinator Level Certification test provided by the IRS.
Must pass the Advanced Volunteer Tax Preparer Certification (or possess a California Tax Education Council certificate) within the past 2 years.
Must be able to travel countywide.
Education & Experience
Two or more years of related experience in tax preparation and/or VITA program.
Physical Demands Typical office environment with long periods of sitting. No unusual physical abilities required.
Work Environment Standard office environment; reasonable accommodations available for disabilities.
Salary $20.01 – $27.27 per hour.
Employment Type Part‑time (20‑40 hours per week).
