Supervisor, Watershed Maintenance Level I – Richmond Chlorination

The New York City Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high‑quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP’s water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square‑mile watershed that extends 125 miles north and west of the City.
New York City has approximately 140,000 catch basins, 114,000 hydrants, 90,000 valves, 14 gatehouses, 3 reservoirs, 68 groundwater wells, a 100‑million‑gallon underground storage tank and 7,000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protection’s Bureau of Water and Sewer Operations (BWSO). The primary responsibilities of the BWSO are the operation, maintenance and protection of the City’s drinking water and wastewater collection (sewer) systems; the protection of adjacent waterways; and the development and protection of the Department’s Capital Water and Sewer Design Program. The Bureau also approves and inspects water and sewer connections performed by licensed plumbers and/or authorized contractors, and has overall responsibility for the approval and inspection of all public and private construction projects which could impact on the City’s water or sewer systems.
The Bureau of Water and Sewer Operations seeks to hire a Supervisor, Watershed Maintenance Level I for the Division of Distribution Operations, Richmond Chlorination, located in Staten Island, NY. Richmond Chlorination’s role in the Bureau is to ensure that potable water is treated to the appropriate level for distribution to Staten Island residents.
Supervise one or more Watershed Maintainers in the operation, maintenance, repair, and inspection of water treatment facilities and all associated equipment.
Collect chlorine samples, record data, and prepare reports; perform basic calculations; adjust chemical feeding rates; calibrate chemical feed pumps; and conduct inspections.
Perform corrective and preventive maintenance, cleaning and landscaping, and snow removal tasks.
Execute tasks that require physical labor, such as entering confined spaces, lifting heavy objects (not more than 30 lbs.), climbing ladders, etc., while ensuring compliance with environmental, health, and safety regulations and policies.
Use the current Computerized Maintenance Management System (CMMS) to store, track all maintenance activities, and prepare reports as needed.
Review and assign work to personnel for water plant facility operations; conduct annual evaluations of subordinates; prepare periodic water‑quality reports; and provide on‑the‑job training to develop watershed maintainers’ skills and knowledge.
Within 6 months of employment, the candidate shall obtain and maintain the FDNY Certificate of Fitness for Storage and Handling of Corrosives and Oxidizers (C42) and Handling of Flammable Liquids (S94). Training material will be provided free of charge by FDNY, and the test fees are waived.
Within 1 year of employment, the candidate shall obtain a Grade 2B Water Treatment Operator License from the New York State Department of Health and maintain the license throughout employment by taking continuing education classes. NYCDEP will provide all training material and bear the costs.
Minimum Qualifications
A four‑year high school diploma or its educational equivalent, plus three years of recent satisfactory experience in the operation, maintenance, repair, construction, or inspection of facilities, equipment, and lands in a watershed area, including aqueducts, reservoirs, water and/or wastewater treatment plants; at least one year of which must have been in a supervisory capacity.
A valid Motor Vehicle Driver License in the State of New York.
For Assignment Level II: an additional year of full‑time satisfactory supervisory experience, for a total of four years of experience. For Assignment Level III: an additional four years of full‑time satisfactory experience, with at least two years in a supervisory capacity, for a total of seven years of experience.
