The hiring salary for this position is $66,486.38 annually.

Charles County Government is seeking an experienced Right of Way Technician Supervisor to perform technical real estate work and contract administration oversight work for the County’s Capital Services and Development Services programs. Supervisor will review complex plans, plats and exhibits submitted by Design Engineers for compliance with County Right of Way processes. This position will research for real estate-related questions on behalf of County staff. Searches property records, maintains physical and electronic files, and acts as a liaison with Engineers, Project Managers and Attorneys regarding land rights issues. Supervisor will troubleshoot complex administrative issues related to Development Services and Capital Services right of way problems.

Reviews construction plans and right of way acquisition plats for compliance with County requirements, and confers with Project Managers, or discipline engineers, to discuss options to resolve issues. Ensures appropriate documentation is requested and prepared by the owner/developer to be accepted by the County, or documentation is prepared by the County when required. Makes recommendations and/or provides comments as necessary.

Reviews and comments on right of way plats submitted to the County for approval and recordation. Researches courthouse records, GIS maps, and tax assessment records to obtain necessary information for the proper conveyance of roads, easements, etc. to the County.

Updates and maintains tracking mechanisms to ensure required service providers deliver products in a timely manner.

Oversees maintenance of right of way files for all Developer and County projects. Oversees reviews of road and facility asset reports to convey to the appropriate department within the County.

Reviews Covenants, Easements, Dedications and other documents for compliance and recordation. Coordinates with the County Attorney for approval and signature of documents.

Reviews and approves subdivision plats for compliance with County requirements and confers with project engineers and others to discuss and resolve issues. Obtains and reviews necessary documents for conveyance of roads, fee simple dedications and easements to the County.

Supports Property Acquisition Agent in creation of the annual State Highway Road Improvement reporting process and develops the final report.

Provides complex administrative support for roads, dedication and easement documents.

Works with the County Attorney to create custom easements that are specific to Developer/ County project needs.

Manages the review of bids for title abstracts, appraisals, surveys, environmental site assessments and all other work necessary in preparation to acquire fee simple dedication and easements for the County and notifies contractors of Notice to Proceed.

Oversees complex financial troubleshooting for Purchase Orders and payment of invoices for services rendered.

Coordinates with title companies on documents being prepared for settlement, review of settlement sheet, deed, and title commitment.

Coaches and supervises Right of Way Technician I positions.

Performs other related job duties as assigned.

Education and Experience Associate degree in Real Estate sales or leasing, right of way acquisitions, relocations, appraisals, title abstracting or related field. Four (4) years of progressively responsible experience in real estate, title or settlement services, civil engineering, or related experience, or an equivalent combination of education, experience, and training.

Licenses or Certifications Driver’s License and ability to become notary in the State of Maryland within 60 days of hire.

Special Requirements/Qualifications Maintain confidential information. Subject to work beyond the normal scheduled hours of work. Work is subject to frequent interruptions and inflexible deadlines.

Knowledge, Skills, and Abilities

Knowledge of real estate practices relative to rights of way and easements.

Knowledge of engineering concepts and techniques relative to the acquisition of rights of way and easements.

Knowledge of the methods and procedures of contract administration as applied to the acquisition of real property.

Knowledge of government requisition and purchasing processes, including bidding, requests for proposals, purchase order creation, accounts payable processing and basic accounting.

Ability to initiate daily assignments, follows through on matters, and uses independent judgment and training to take appropriate actions to deal with standard recurring situations.

Ability to maintain rights of way and easement project records and prepare reports and correspondence relating thereto.

Ability to review construction plans and compare them to right of way plats, subdivision plats, boundary plats, easement plats, etc.

Ability to organize and carry out activities to secure infrastructure (water & sewer easements, drainage and storm water management and fee acquisitions for roads, well sites. etc.) which includes but not limited to reviewing titles, surveys, exhibits, and documents submitted by others and preparing review comments.

Ability to communicate effectively orally and in writing.

Ability to establish and maintain effective working relationships with others encountered in the work.

PHYSICAL DEMANDS The work is sedentary with frequent periods of light physical activity and is performed in office surroundings.

Typical positions require workers to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp, and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally and to use normal or aided vision and hearing.

WORK ENVIRONMENT Principal duties of this job are performed in a general office environment.
