Critical Frequency Design is looking for a Finance Manager to join our team to lead program and corporate financial management for a defense contractor environment. In this role, you will own the integrity of Costpoint project setup and contract financials, indirect rate development, DCAA/DCMA audit readiness, and EVMS/WBS financial controls. This role partners closely with Accounting, Contracts, Program Management, and Cost/Price Analysts to deliver compliant, timely financials across the portfolio and to drive proposal pricing that meets FAR and CAS requirements.
Your responsibilities will include, but are not limited to:
Set up and maintain projects in Deltek Costpoint, including contracts, billing terms, funding, and project structures.
Build and manage WBS structures that align with the Statement of Work and customer requirements.
Support monthly financial close activities—updating forecasts, reviewing performance, monitoring budgets, and preparing revenue.
Help implement earned value practices and integrate financial data with program schedules.
Indirects, Rates & Compliance
Assist in developing and monitoring our indirect rate structure (Fringe, Overhead, G&A, etc.).
Support creation of annual rate packages, forward pricing information, and the Incurred Cost Submission.
Help ensure we remain compliant with FAR/DFARS/CAS requirements and maintain readiness for audits.
Billing & Customer Invoicing
Prepare customer invoices in Deltek Costpoint for all contract types (Cost-Plus, T&M, Fixed Price).
Submit invoices through systems like PIEE/WAWF and IPP, track their progress, and help resolve any issues.
Monitor billed vs. unbilled balances, funding limits, and any retainage or withholds.
Work with Accounts Receivable to support cash collection and reduce aging.
Costpoint & Accounting Support
Serve as a key point of contact for how we use Costpoint across projects, contracts, billing, and reporting.
Partner with Accounting to ensure accurate revenue, billing, and reconciliation during month-end close.
Help maintain consistent project setup, tracking, and change control processes.
Proposals & Business Development
Support cost proposal efforts—including labor estimates, materials, subcontractor inputs, and pricing strategy.
Assist in preparing cost volumes and supporting customer questions, fact‑finding, or negotiations.
Reporting & Analytics
Prepare dashboards and reports for leadership highlighting funding, backlog, margins, cash flow, and program health.
Improve and streamline reporting using tools like Costpoint BI, Cognos, or Power BI.
Qualifications You must possess the below minimum qualifications to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates. This position is for a full‑time exempt employee and must be able to work regular business hours.
Minimum Qualifications:
8–12+ years in defense‑contractor finance/accounting with direct Deltek Costpoint experience (Projects, Contracts, Billing, Revenue, Allocations, and T&E).
Demonstrated ownership of customer invoicing for CP/T&M/FFP, including PIEE/WAWF and Treasury IPP submissions, invoice dispute resolution, and unbilled AR reconciliation.
Hands‑on indirect rate development and DCAA interactions (ICE model, provisional billing rates, floor checks, timekeeping controls).
Practical EVMS and WBS experience aligned to CLIN/SLIN/IDIQ/Task Orders.
Deep working knowledge of FAR/DFARS and CAS and how they map to policies, proposals, billing, and system design.
Strong cost‑proposal background for CPFF/CPIF/FFP/T&M; BOEs and audit support.
Advanced Excel (Power Query, pivots, XLOOKUP), Costpoint reporting/BI; familiarity with schedule integration (MS Project/Primavera).
Bachelor’s in Accounting, Finance, or related field.
Must be a US Person and eligible to obtain a US Security Clearance.
Preferred Qualifications:
CPA, CMA, or MBA.
Prior small/medium/large defense‑contractor experience (mix of SBIR/STTR, services, hardware/manufacturing).
Experience with MMAS/DCMA property considerations.
Knowledge of IPMDAR/CDRLs and funding/ceiling management.
Experience integrating timekeeping/labor distribution and subcontractor cost controls.

PIEE/WAWF, Treasury IPP, DFAS interfaces
