Human Resources Analyst II Welcome. The Riverside Superior Court is seeking a highly qualified Human Resources Analyst II to perform professional, journey‑level human resources work in a complex public‑sector environment. This position serves as a generalist and subject‑matter resource, supporting recruitment, benefits and leave administration, employee and labor relations, and regulatory compliance. This role is ideal for an experienced HR professional who exercises sound judgment, works independently, and values public service.

Key Responsibilities

Support recruitment and selection processes in accordance with established procedures.

Administer employee benefits and leave programs, including CalPERS and JRS II, and coordinate vendor services.

Coordinate and support annual Open Enrollment activities and ongoing benefits administration.

Assist with employee and labor relations matters, including investigations and documentation.

Prepare reports, analyze trends, and monitor legislation impacting human resources programs.

Ensure compliance with applicable federal, state, and local laws and regulations.

Provide guidance and consultation to supervisors and managers on human resources policies, procedures, and best practices.

Minimum Qualifications

Bachelor’s degree in Human Resources, Public or Business Administration, or a closely related field.

Four (4) years of progressive professional experience in human resources across multiple functional areas.

Knowledge of public‑sector human resources principles, practices, and regulatory requirements.

Ability to work independently, manage complex assignments, and maintain confidentiality.

Professional HR certification (PHR, SPHR, SHRM‑CP, SHRM‑SCP) is highly desirable.

Selection Procedures This recruitment will remain open until the needs of the Court have been met and may close at any time. The deadline to apply for first round consideration is Monday, September 12, 2022, at 11:59 PM PST. All applications will be reviewed to identify candidates who meet the minimum qualifications; those candidates deemed most qualified may be invited to an online or written assessment, if applicable. Candidates who take and successfully pass the assessment may be invited to an oral panel interview. Candidates who are successful in the interview may be placed on an eligible list. Placement on an eligible list is not a guarantee of employment. Additional steps for the selection process may include a comprehensive background check and drug test.
