Project Overview The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas‑fired power generation facilities in the U.S. Our team is helping the customer progress early‑stage development, which will lead to the start of full EPC delivery next year. The candidate will act as the Project Manager on the CCGT Project in Cheyenne, Wyoming. This position will begin in Reston, VA for 6‑9 months to support preconstruction planning before relocating to the project site. This position is contingent upon project award.

Job Summary The Project Manager will serve as the point of contact and senior interface with the client and will be responsible for managing all activities to achieve a successful outcome for this project. This includes supervising the development of the project’s scope of work, budgets and schedules, managing performance, reporting on progress, and initiating actions as required to assure program/project objectives and schedules are met and work is performed within budget and according to specifications.

Major Responsibilities

Establish and implement management philosophy and procedures for the execution of the project to ensure consistency of approach and the sharing of information and experiences with the broader project team.

Establish and implement staffing plans.

Monitor progress of active projects and ensure responsible actions are taken by project team members; review and approve critical plans and/or documents for assigned scope.

Oversee operational performance of the Bechtel scope for the Fuel Cells, Aeroderivative Gas Turbine Generators (GTGs), and associated electrical works up to the 230kV Gas Insulated Substation (GIS) at the plant site, ensuring safety, reliability, compliance, and financial performance goals are met.

Negotiate contracts and manage subcontractor relationships and performance.

Manage interfaces between equipment suppliers and relevant subcontractors.

Manage timely delivery schedule and enforce project quality assurance protocols.

Direct the activities of assigned staff and provide for proper delegation of management authority, responsibility, and accountability.

Resolve interdepartmental problems promptly and ensure an integrated approach is followed.

Review and approve release of assigned scope cost estimates, schedules, major trends, and forecasts to customers; also review and approve major changes or deviations to these control documents.

Provide guidance in developing plans, project execution plans, cost and schedule plans, contract formulation and management.

Establish an appropriate, integrated organizational structure, including off‑project specialist support.

Define and advertise roles, responsibilities, and authorities to project team members/partners and the customer to ensure scope completion safely, within budget, on schedule, and in conformance with standards and regulatory requirements.

Implement risk management program, identifying risks and implementing appropriate mitigations timely.

Ensure safety and maintain a safe workplace and environment as the primary consideration in delivery of all work.

Coordinate and develop positive relationships with project stakeholders, including cities, counties, cultural communities, railroads, affected businesses and residents, special interest groups, authorities having jurisdiction (AHJs), and customer’s engineering and operating personnel.

Ensure all team members and subconsultant staff exhibit appropriate collaborative behavior and meet project expectations.

Education and Experience Requirements

Bachelor’s or master’s degree (or international equivalent) and 15+ years of relevant experience, or 19+ years of relevant work experience.

8 or more years’ experience managing the entirety, or aspects of, natural gas‑fired power generation equipment is highly desirable.

Previous design and construction experience with fuel cells and gas turbine generators is desirable.

Required Knowledge and Skills

Ability to plan, organize, lead, and monitor a wide variety of team efforts to successful completion; proven experience managing large‑scale process or power plant construction projects.

Ability to make decisions and direct engineering, supply chain, construction, and startup on complex interdepartmental issues.

Apply constructability principles to integrate design and construction.

Ensure compliance with site safety, environmental standards, building codes, and AHJ requirements.

Familiar with construction, commissioning, and startup activities.

Familiar with combined cycle power plant equipment, including gas turbines, steam turbines, heat‑recovery steam generators, and related equipment.

Ensure implementation of robust document control and communication protocols.

Exceptional soft‑skills, with an ability to establish and maintain strong, effective customer relations and a positive culture within the project team.

Possess organizational, technical, and team‑building skills to manage and coordinate multidisciplinary teams.

Proven leadership and management ability; understand and commit to Bechtel’s Continuous Improvement (CI) process and leadership principles; promote an open and informal communication environment, build mutual trust and teamwork, and facilitate employee self‑development.
