Job Overview Plans, Specs, & Estimates Coordinator / District Four Transportation Development/Program Management/Specifications
This position is responsible for providing engineering support and technical oversight for plan, specification, and estimate (PS&E) packages, offering guidance and support to internal teams and consultants, strengthening FDOT’s talent and collaboration opportunities.
Key Responsibilities
Provide engineering support work, performing technical assignments related to plans, specifications, and estimates within the District.
Assist the District PS&E Engineer, District Specifications Engineer, and District Estimates Manager with plans, specifications, and estimates package preparation activities.
Provide guidance and assistance to internal design staff, project managers, consultants, and other District staff regarding FDOT plans, specifications, and estimate package preparation and electronic/digital delivery and storage procedures and requirements.
Provide computer-aided technical support and oral/written guidance to other units including, but not limited to, the District Design, District Maintenance, District Construction, District Environmental, and Legal Office representatives in the delivery of plans, specifications, and estimates packages that meet the requirements of the Florida Design Manual, Specifications Handbook, Basis of Estimates Manual and other established Department Procedures.
Ensure all items required to develop the Contract Plans Packages are complete and accurate.
Log all project phase submittals into Project Suite Enterprise Edition (PSEE), manage Specs on the Web application, and establish/update construction cost estimates on all projects.
Conduct quality assurance and quality control reviews of consultant prepared contract plans, digital delivery components, specifications, and estimates packages, ensuring they comply with Department policies and procedures.
Submit Contract Plans packages in a timely manner to the appropriate contracting office, maintain an accurate logging system of critical project delivery completion and milestone dates.
Review and develop initial and supplemental specifications packages for consultant prepared and in-house projects, determining appropriate standard specifications, special provisions, supplemental specifications, developmental specifications, and technical special provisions.
Coordinate with plans reviewer, specifications engineer, estimates manager, and quality control coordinator to disseminate documents, collect comments, and provide information and deadlines to project managers and designers.
Develop and maintain an evaluation and tracking system for plans, specifications, and estimates submittals, track missing components, and facilitate revision memos as necessary.
Serve as liaison with the Central Office to ensure project plan sets are properly incorporated into final proposal package.
Attend production meetings as needed, participate in workshops, webinars, and other meetings.
Ensure Quality Assurance of plans, specifications, and estimates packages follows FDOT and FHWA standards, policies, formats, and guidelines.
Stay informed of changes to FDOT design criteria, procedures, policies, and guidelines.
Knowledge, Skills, and Abilities
Knowledge Of:
Engineering manuals, software, and databases
Standard Specifications, Technical Special Provisions, Supplemental and Developmental Specifications standards and practices used by FDOT for construction contracts
Concepts, terminology, principles and analytical techniques of highway design
Skilled In:
Microsoft products such as Word, Excel and PowerPoint
Communication, including verbal, written and active listening
Understanding of writing in an imperative mood, active voice.
Ability To:

Minimum Qualifications A high school diploma or its equivalent and three years of relevant employment experience in the following fields: engineering, contract administration or development, finance, economics, public administration, business administration, urban planning, policy analysis, financial modeling, accounting, statistics, transportation financial analysis, or work program development. Post‑secondary education in the above‑mentioned fields can substitute for the required years of experience on a year‑for‑year basis.
