Job Description The position is for a Payload RF IPT Program Manager who is responsible for technical, cost and schedule of a cross‑functional aligned team responsible for delivering the payload portion of Phase 2 of the MUOSSLE IPT, a government‑aligned team responsible for delivering the Phase 2 extension of the Mobile User Objective System (MUOS) satellite constellation.

The RF IPT Lead is critical to the success of the MUOS Service Life Extension (SLE) because they provide authoritative technical and programmatic direction for all radio‑frequency (RF) engineering activities, which are the heart of the system’s communications capability. By overseeing RF architecture development, spectrum management, antenna integration, and link‑budget verification, the IPT Lead ensures that performance requirements for the Payload development are met on schedule and within cost constraints. The IPT lead will need to ensure rapid resolution of cross‑team RF internally and externally to ensure seamless coordination with payload, launch‑vehicle, and ground‑segment partners. This focused leadership safeguards the RF subsystem’s integrity, reduces risk of costly redesigns, and directly supports the MUOS SLE’s mandate to deliver reliable, high‑capacity communications for warfighters worldwide.

The IPT Member will act as a Program focal point for his/her discipline, drive technical and program decisions, and keep the team aligned with the Integrated Baseline Review (IBR), Earned Value Management (EVM) and the contract’s Fixed Price Incentive Fee (FPIF) requirements.

Responsibilities

Provide authoritative technical and programmatic direction for all RF engineering activities.

Oversee RF architecture development, spectrum management, antenna integration, and link‑budget verification.

Ensure performance requirements for Payload development are met on schedule and within cost constraints.

Resolve cross‑team RF issues internally and externally to coordinate with payload, launch‑vehicle, and ground‑segment partners.

Act as a Program focal point, drive technical and program decisions, and keep the team aligned with IBR, EVM, and FPIF requirements.

Desired Skills

Ability to influence cross‑functional teams, resolve conflicts, and present technical information clearly to both technical and non‑technical audiences.

Strong knowledge of Earned Value Management, Program Baseline Reviews (IBR/EDR/FDR), and a general understanding of DFARS/FAR contract clauses and provisions.

Proficiency with MBSE tools (e.g., Cameo, DOORS), system architecture modeling, and configuration management processes.

Remote Work Onsite Full‑time: The work associated with this position will be performed onsite at a designated Lockheed Martin facility.
