Pay Range Base pay: $106,898.00/yr - $131,665.00/yr.

Description & Duties Under the direction of the Information Security Office within the Dedicated Support Team for the Department of Labor, the Manager Information Technology Services 1 Information Security, SG-27 (MITS1 IS) will be the Manager of Cyber Risk and Security Operations. The role leads a team that provides risk assessment and security operation services to the Information Technology Services (ITS) Dedicated Support Team and client agencies. The incumbent conducts in-depth information security risk assessment consulting and services aligned with business needs of the client agencies to ensure confidentiality, integrity, and availability of information and systems, and leads the development and operation of a security information and event management program (SIEM). The position requires independent action in alignment with agency and upper-level management direction. The incumbent communicates orally and in writing with various stakeholders, including management, users, vendors, and IT staff, and resolves technically complex and politically sensitive issues under pressure, with availability during off‑shift hours to respond to incidents or critical activities affecting sensitive information, systems, New York State agencies, or ITS.

Key Responsibilities

Develop the strategic implementation of a Security Information and Event Management program and related activities to operationalize the program.

Serve as the incident response expert to triage SIEM alerts and liaise with appropriate investigation units.

Collaborate with business units to define relevant threat hunting scenarios in the development and refinement of the SIEM program.

Act as a security expert and evaluate systems and contracts for alignment with agency and State information security policies.

Supervise staff and resources for an existing risk assessment security team.

Assist the Information Security Officer with overall management of section activities as needed.

Monitor and stay aware of information security industry trends, tools, and techniques.

Serve as a liaison between DCT leadership and CISO, representing agency interests while supporting statewide cybersecurity initiatives.

Perform additional duties as required.

Minimum Qualifications Seven years of information technology, cybersecurity, or information assurance experience, including one year at the supervisory level. Non‑competitive.

Substitutions for Experience

A bachelor’s or higher‑level degree in any field, including or supplemented by 15 semester credit hours in computer science or a related field, substitutes for three years of required experience; any bachelor’s degree substitutes for two years of required experience.

An associate degree with 15 semester credit hours in computer science or related field may substitute for one year of required experience.

A master’s degree or higher in computer science or related field substitutes for one year of required experience.

Preferred Qualifications

Applicable Information Security Certificates (e.g., CISSP, ECIH, GCFA, GCIH, GNFA, CySA+, Security+, GSEC, CISF, GISF, GSLC, GSTRT, GCEIT, CISM, CCISO, CRISC, CAP, GCCC, CCSLP).

Experience in leading an information security team, applying and implementing network, system, or application security, developing and implementing security policy/standard/guideline, conducting risk assessments and evaluating IT systems for security controls (SSDLC), process development, improvement, and measurement, incident response and handling, digital forensics and investigations, log monitoring and analysis.

3+ years of experience in recommending network and/or system security, incident response, policy development, technical writing, and developing metrics/KPI.

1+ years of experience in developing metrics and KPIs, SSDLC, incident response and triage, process development and improvement, interpreting and implementing IRS Federal Tax Information safeguards.

Excellent oral and written communication skills, critical thinking, problem solving, analytical skills, and facilitation/negotiation abilities.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non‑immigrant aliens for temporary work authorization visas or for permanent residence. Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval; details will be provided if selected for an interview. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment; positions in the Mid‑Hudson will receive an additional $1,650 adjustment.
