Hunter Strategy is seeking a Mid-Level Cyber Strategic Planner to support DISA's J-5 Planning Directorate in developing and coordinating cyberspace operational plans in support of joint force requirements. The candidate will participate in Joint Planning Groups and Operational Planning Teams, contribute to mission analysis and course of action development, and assist in the preparation of campaign plans and operational orders aligned with national and DoD strategic guidance. Responsibilities include supporting contingency planning efforts, coordinating with CCMD and service cyber components, and conducting analysis of directives including the National Military Strategy and DoD CIO Capability Programming Guidance. Requires a Bachelor's degree in Computer Science, Information Systems, Engineering, or related discipline, 2-4 years of experience in military or cyber operations planning, and an active Secret clearance (TS/SCI eligibility required). War college attendance or intermediate-level professional military education strongly preferred. Position is on-site at Fort Meade, MD.

This role requires exceptional interpersonal skills, independent problem-solving ability, and the capability to navigate complex stakeholder relationships across government and prime contractor environments.

Essential Functions Operational Planning Execution

Execute Joint Planning Process (JPP) methodology including mission analysis, COA development, wargaming, and order development

Produce Planning Reports, Information Papers, and COA documents in government-approved formats meeting quality and timeline standards

Support crisis action planning using modified JPP for rapid response and assist contingency planning for DISA, Combatant Commands, USCYBERCOM, or JFHQ-DODIN

Develop and coordinate operational orders (OPORD, FRAGORD, TASKORD, DEPORD) for cyberspace operations

Support cyberspace operations planning including development of plans, orders, and COAs to deter DODIN attacks

Strategic Analysis & Policy Coordination

Analyze national and DoD-level directives (National Military Strategy, National Defense Strategy, DISA Charter, DoD CIO guidance) to extract planning requirements

Research operational environments, threats, and requirements to inform planning efforts

Ensure synchronization of tactical activities with DISA strategic goals and agency objectives

Support deliberate and contingency planning using Adaptive Planning and Execution Enterprise (APEX) process

Stakeholder Engagement & Collaboration

Participate in Joint Planning Groups (JPGs), Operational Planning Teams (OPTs), and Battle Rhythm Command and Control Working Groups

Coordinate with cross-functional teams and stakeholders including USCYBERCOM, JFHQ-DODIN, and Combatant Commands

Build and maintain effective working relationships with government clients, prime contractor personnel, and mission partners

Brief planning products and recommendations to government leadership and stakeholders

Navigate complex organizational structures and adapt to changing stakeholder requirements

Experience & Education Required Experience

5+ years' experience in DoD operational planning environments

including:

Direct experience executing Joint Planning Process (JPP) or Joint Exercise Life Cycle (JELC)

Participation in Joint Planning Groups (JPGs) or Operational Planning Teams (OPTs)

Production of operational plans, orders, or planning documents in government-approved formats

Experience working in complex, matrixed environments

with multiple stakeholders (e.g., Combatant Commands, Service Components, Defense Agencies)

Experience producing written analytical products

including planning documents, information papers, executive summaries, or decision briefs

Highly Desired Experience

Direct experience with cyberspace operations planning (USCYBERCOM, JFHQ-DODIN, Service Cyber Components, or Defense Agencies with cyber missions)

Experience developing operational orders (OPORD, FRAGORD, TASKORD, DEPORD) for military operations

Crisis action planning experience including support to Crisis Action Teams (CAT) or Emergency Action Procedure (EAP) teams

Experience working as a contractor supporting DoD planning organizations

Experience navigating challenging prime/subcontractor relationships

Formal training in Joint Planning Process (Joint Planner Course or equivalent)

Education

Bachelor's degree in related field

(Computer Science, Information Systems, Engineering, Political Science, International Relations, Strategic Studies, or equivalent)

Master's degree in related field preferred but not required with sufficient experience

Required Technical Skills

Security Requirements

Active TS security clearance required

Security Environment:

Work performed in secure government facilities (SCIF environments); must comply with all facility security requirements
