About The Division
Join Human Resources as a Human Resources Manager! This role involves managing and overseeing Human Resources services, including staffing, classification, employee relations, performance management, benefits, and state and federal employment laws. The Manager works collaboratively with legal counsel, Executive, and senior leadership to ensure HR policies and procedures align with the agency’s strategic direction and represents the Texas Comptroller in a professional manner.
Responsibilities
Provides direction and managerial guidance to division employees, directing activities of the Human Resources Division staff and programs.
Monitors work performance, conducts staff evaluations, and resolves employee issues in accordance with agency policy.
Directs and supports all aspects of personnel recruitment, training, and management for the division.
Oversees the preparation and development of forms, letters, and electronic media used in the division to communicate with employees, vendors, state agencies, other government officials, and the public.
Serves as a model, mentor and motivator to employees that exemplifies and supports the agency’s core values.
Ensures the professional development of division personnel through training, job rotations, knowledge transfer, and special assignments.
Plans, develops, and approves schedules, priorities, and standards for achieving division goals and objectives, and directs evaluation activities.
Develops, monitors, evaluates, and identifies progress in meeting division goals, key performance measures, and implements techniques for evaluating program activities.
Oversees the development, submission, and management of the division budget and coordinates the preparation of the annual business plan.
Represents the agency or division at meetings and conferences, and advises agency management on appropriate matters as needed.
Monitors the performance of vendors to ensure services are provided in an appropriate and timely manner.
Performs special projects and other related duties as assigned.
Minimum Qualifications
Bachelor’s degree.
5 years of experience with human resources management (Director III) or 7 years of experience with human resources management (Director IV).
3 years of supervising employees (Director III) or 4 years of supervising employees (Director IV).
Preferred Qualifications
Bachelor’s degree in human resources, Organizational Development, Business, or Public Administration.
Experience in project management (1 year for Director III, 2 years for Director IV).
Experience with human resources management with the Texas State Government.
Experience with the Texas Centralized Accounting & Payroll/Personnel System (CAPPS).
Licenses and Certifications
A valid Texas (or state of residency) driver's license, current automobile insurance proof, and a satisfactory driving record are a condition of employment.
Preferred professional certifications: Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) and/or SHRM-CP, SHRM-SCP.
Substitutions One additional year of the full-time minimum experience as stated above may substitute for each year of the required education, with a maximum substitution of 120 semester hours (four years).
