Apogee Solutions, a Woman‑Owned Small Business, is seeking an Installation Status Report (ISR) Program Cost / Mission Capacity Analyst to support the Office of the Chief of Army Reserve (OCAR) and Army Reserve Installation Management Directorate (ARIMD) at Fort Belvoir, VA.
Qualified candidates must be a U.S. Citizen with an active DOD SECRET clearance.
The ISR Cost / Mission Capacity Analyst is responsible for the Cost and Mission Capacity Components of the ISR. The OCAR ARIMD supports the acquisition, construction, sustainment, enhancement, and disposal of all Army Reserve real property through planning, oversight, and execution of Army programs. ARIMD is responsible for around 1,250 facilities and installations located throughout the continental United States and Puerto Rico. The Installation Status Report is an Army‑wide program that every installation is required to complete for all infrastructure and service performance and cost data.
Responsibilities
Process ISR change management requests, assist reporting organizations with ISR related issues, collaborate with the Department of the Army G9 ISR Team in areas of ISR‑Cost and ISR‑Mission Capacity, and analyze reporting data.
Provide ISR training at the request of senior leadership/higher headquarters/reporting organizations.
Collaborate with the Resource Management section to roll‑up and enable certification of ISR cost reports from reporting organizations.
Collaborate with the Energy and Water section to roll‑up and enable certification of ISR mission capacity reports from reporting organizations.
Provide expert data management to include collection, organization, integration, security, quality control, and governance in support of the ARIMD real property management and initiatives.
Required Experience
Active DOD SECRET clearance
Bachelor’s degree from an accredited university
A minimum of 5 years of experience working with HQDA data systems, including ISR, HQIIS, and Real Property Reporting systems
Working knowledge of the Facility Sustainment Model, PPBE process, and Standard Service Costing (SSC) Model
Working knowledge of cost/mission capacity analysis and Army Installation processes
Understanding of Army organizations, command structure and chain of command
Proficient with systems such as Distributed Analytics and Integration Support platform (DAIS), Facility Sustainment Model (FSM), Headquarters Installation Information System (HQIIS), General Financial Enterprise Business System (GFEBS), Real Estate Management Information System (REMIS), Rental Facilities Management Information System (RFMIS), Army Stationing and Installation Planning (ASIP), Army Installation Atlas (AIA), Enterprise Proactive Real Property Information Management System (E‑PRISMS) Installation Status Report‑Infrastructure (ISR‑I), Services ISR‑S & Mission Capacity (MC), Real Property Planning and Analysis System (RPLANS), Army Energy and Water Reporting System (AEWRS), Real Property Assets Database (RPAD) and related systems that contribute to a programming requirement or budget informing calculation
Experience in Microsoft applications including Outlook, Word, Excel, and Teams
