Project Manager/Financial Specialist

Qualis LLC is seeking a Project Manager & Financial Specialist to provide Advisory and Assistance Support (A&AS) functions in support of the 96th Range group at Eglin AFB, FL.
Essential Duties
Prepare documentation required for Military Interdepartmental Purchase Requests (MIPRs)
Generate MIPRs using AFMC financial databases, ABSS and CCaR
Compile and create a MIPR package for processing contract modifications
Maintain a checklist and MIPR template of GSA's MIPR requirements
Confirm MIPR’s line of accounting (LOA), funding classification, and funding appropriation
Review and ensure accuracy and completeness of incoming MIPRs
Receive, analyze, process, and file Contract Action Request (CAR), contract Purchase Authorization Request (PAR), contract Travel Authorization Requests (TARs), Sensitive Compartmented Information (SCI) Billet Request, DD 254 and DD 1144
Collect financial data from multiple sources (JOCAS, CRISS, FM Suite, WAWF, EDA, ABSS, CCaRs) and compile, organize, and analyze the financial data. Prepare reports identifying results of analysis with recommendations.
Identify unobligated authorized funds with approaching expiration date and aging Unliquidated Obligations (ULOs)
Prepare monthly OSD Report in accordance with government requirements to include obligation and expenditure rates and established OSD goals
Coordinate/facilitate meetings
Provide meeting minutes and document and track action items to closure
Record and file contract documents and contract modifications
Required Qualifications
Bachelor’s degree in Business Administration or Finance (substitution of experience for education considered). 3 to 10 years of experience required.
Must have an active Secret clearance
Experience with SharePoint and Microsoft Office Suite required
Knowledge of federal acquisition regulation, DFARS and GSA ITSS rules and techniques required
Experience with processing MIPRs required
Must have an understanding of the specific procedures and processes of the Air Force Test Center and DoD regulations and guidelines
Ability to quickly understand the customer’s overall technical objectives, mission, and provide effective solutions
Excellent verbal and written communication skills along with customer interaction and presentation capabilities required
Must be able to work effectively alone, unsupervised, or within a group
Exemplify a dedication to achieving the mission of the 96TW as well as high standards of quality and excellence in performing duties
Work effectively in a fast‑paced environment while prioritizing work to balance multiple projects and deadlines
Must be willing to travel up to 5%
Preferred Qualifications
Experience with JOCAS, CRISS, FM Suite, WAWF, EDA, ABSS, CCaRs, and/or other government databases is highly desired
Ability to understand technical data and risk preferred
