The Louisiana Office of Juvenile Justice (OJJ) is committed to protecting the public by providing safe and effective individualized services to youth who will become productive, law‑abiding citizens. We are seeking a dedicated Licensing Specialist 1/2 to join our Licensing Section. This role is vital to protecting the health, safety, and well‑being of children placed in licensed OJJ facilities. Licensing Specialists ensure compliance with state laws and regulations, provide training to facility staff, and support recruitment and retention efforts across the agency.

Qualifications
Five years of experience in hospital, nursing home, or day care center administration, early childhood development program regulation, social services, administrative services, or education; or
Six years of full‑time work experience in any field plus two years in the aforementioned areas; or
A bachelor’s degree plus two years in the aforementioned areas; or
An advanced degree plus one year in the aforementioned areas.
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full‑time work experience. The maximum substitution allowed is 120 semester hours (four years of experience).
Possession of a current Louisiana driver’s license at time of appointment.
Ability to travel statewide.
Job Duties Inspections & Compliance (50%)
Conduct statewide inspections of juvenile facilities to assess compliance with licensing laws, rules, and regulations.
Review records, interview staff and clients, and observe facility operations to evaluate quality of care.
Prepare inspection reports, recommend corrective actions, and chair exit conferences with facility administrators.
Investigate complaints from the public, professionals, or other agencies; findings may result in legal proceedings or license revocation.
Explain and interpret licensing laws to facility staff and administrators, offering consultation on compliance issues.
Training & Staff Development (30%)
Provide ongoing training to new and less experienced Licensing Specialists to ensure consistency and competency.
Deliver training to licensed facility staff on regulatory standards and compliance requirements.
Maintain instructor certifications in defensive tactics, CPR/First Aid, Bloodborne Pathogens, Ethics, Sexual Harassment, and other required topics.
Recruitment & Outreach (20%)
Act as a liaison between OJJ and job applicants, coordinating recruitment efforts through job fairs, career events, and professional networks.
Collaborate with local and state entities to advertise positions and ensure staff qualifications.
Document recruitment activities and provide quarterly reports on outreach efforts.
Position‑Specific Details Work Location:
The position may be housed at the Office of Juvenile Justice Central Office or at the location closest to the chosen applicant’s home address.

This position may be filled as a Licensing Specialist 1 or 2. This position participates in the Career Progression Group (CPG).
Background Requirement:
The incumbent of this position must not have been convicted or pled nolo contendere to a crime listed in R.S. 15:587.1 (c).
Test Requirement:
No Civil Service test score is required in order to be considered for this vacancy.
Applicants will be screened by a drug screening test, must possess a valid Louisiana Driver's License, and must pass a background check.
