Must meet agency in‑office requirements Salary commensurate with experience and qualifications General Description Performs entry‑level financial examination, analysis, and compliance monitoring work. Conducts examinations to determine and report on financial condition and compliance with statutory requirements and financing/lending agreements. Reviews local entities for which TWDB serves as lender or grantor, may train others, works under close supervision with minimal latitude for independent judgment, and reports to the Director of the Financial Compliance Division.

Essential Job Functions

Conduct financial examinations with assistance of others.

Conduct financial reviews of entities that have received financial awards from TWDB.

Evaluate recorded assets, liabilities, surpluses, and capital for compliance with statutes, rules, and regulations.

Reviews municipalities’ financial compliance and stability for TWDB‑held bonds.

Verify the accuracy of records, work papers, and related financial statements.

Determine proper documentation and adequate procedures.

Detect and record variances from policies, procedures, and borrowing covenants.

Assess findings of noncompliance and default risk.

Recommend corrective action plans and strategies for remedial intervention and surveillance.

Prepare worksheets and summaries of financial examinations.

Conduct reviews of TWDB loan recipients to ensure compliance with loan covenants.

Review borrowers’ ordinances, private placement memorandums, and financial documentation to determine compliance with TWDB requirements.

Prepare and update reports produced by TxWISE (TWDB internal operating system platform).

Ensure timely and accurate data entry associated with all assigned work.

Maintain individual and team files (electronic and hard versions) appropriately and dispose of them in accordance with agency records‑retention procedures.

Maintain required certifications and licenses and meet continuing‑education needs and requirements of the position, including mandatory training courses.

May be required to operate a state or personal vehicle for business purposes.

Perform other duties as assigned.

Minimum Qualifications

Graduation from an accredited four‑year college or university with a bachelor’s degree in Business Administration, Finance, Accounting, Economics, Insurance, or a related field.

Previous relevant experience with financial examinations, accounting, or auditing.

Relevant education and experience can be substituted for each other on a year‑for‑year basis.

Preferred Qualifications Graduate degree or MBA from an accredited college or university with specialization in Accounting, Finance, Public Administration, Public Finance, Computer Science, or Math.

One or more years of relevant experience in a professional role as a financial examiner.

Certification in one or more of the following areas: Accredited Financial Examiner (AFE), Certified Financial Examiner (CFE), Certified Insurance Examiner (CIE), or Certified Public Accountant (CPA).

Knowledge, Skills, and Abilities (KSAs)

Knowledge of local, state, and federal laws and regulations relevant to the Financial Compliance Division.

Knowledge of the principles and practices of public administration.

Knowledge of auditing and accounting standards and techniques.

Knowledge of financial and industry terminology and practices.

Knowledge of corporate structures, business operating procedures, management control, and internal reporting techniques.

Skills in using Microsoft Office programs such as Word, Excel, and Access.

Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.

Skills in communicating effectively in writing as appropriate for the needs of the audience.

Skills in time management.

Skills in the use of standard office equipment.

Skills in interpersonal and business communication.

Ability to maintain the security or integrity of critical infrastructure within Texas.

Ability to meet agency in‑office requirements.

Ability to apply relevant rules, regulations, and statutes.

Ability to understand financial processes and systems.

Ability to perform and interpret numerical analyses.

Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.

Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.

Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
