Job Summary
The Board Investigator provides investigative services for ethical complaints received by the North Carolina Board of Licensed Clinical Mental Health Counselors. The position assists the Board Executive Director with the process of managing ethical complaints, including documentation and recordkeeping. The Board Investigator must maintain complete confidentiality and provide consultation to licensees, the public, and other stakeholders.
Essential Duties and Responsibilities
Process and investigate ethics complaints.
Respond to ethical and practice-related questions via phone, email, and/or mail.
Work remotely with some on-site duties at the Board office located in Greensboro, North Carolina.
Attend Board meetings and Ethics Committee meetings, reporting complaint investigation results.
Assist the Board's attorney in preparing for hearings and reviewing and investigating cases.
Draft and execute investigative subpoenas as authorized by the Board.
Maintain documentation of investigative activities, including complaints and responses received, interview notes, copies of subpoenas issued by the Board, and investigation outcomes.
Assist in preparing compliance reports for regulatory agencies.
Conduct investigations of complaints received by the Board.
Identify ethical or legal issues that require follow-up or investigation.
Testify at administrative hearings.
Monitor and assist the Board with enforcement of compliance with disciplinary actions issued by the Board in a timely manner.
Draft charge letters and educative letters based upon results of complaint investigations in a timely manner and submit them to the Board attorney for review.
Draft correspondence related to complaint cases.
Write articles for the Board's newsletter and web content.
Represent the Board at educational and public forums.
Comply with the requirements of the “NCBLCMHC COMPLAINT DOCUMENTATION & INVESTIGATION PROCESS” in a timely manner.
Other duties as assigned.

Excellent verbal and written communication skills.
Thorough knowledge of all statutes, rules, policies, and ethical codes relevant to the Board's functions.
Professional correspondence and procedure manual writing skills.
Active listening and full attention to what others are saying, including clarifying questions.
Confidentiality skills.
Goal setting and planning skills for prioritizing, organizing, and accomplishing work.
Effective presentation and response skills for Board Members, managers, clients, and the public.
Problem definition, data collection, fact establishment, and conclusion drawing skills.
Discretion and independent judgment, including risk anticipation and result evaluation.
Proficiency with basic office equipment, Microsoft Office Suite, and internet research methodologies.
Cloud-based database software usage skills.
Required Education and Experience
Master's degree required.
Three years of professional experience, with at least one year of experience completing job functions based on a high level of understanding of professional rules and practices.
Preferred Education and Experience
Master's degree in clinical mental health counseling or equivalent preferred.
Licensure as a NC Licensed Clinical Mental Health Counselor (LCMHC) in good standing preferred but not required.
Investigative experience preferred but not required.
Experience with government regulations or legal/ethical guidelines preferred.
Work Environment
Independent office environment, considerable interaction with coworkers.
Occasional time in the field, conducting interviews and investigative research.
Teamwork focus.
Must work effectively and independently in a fast‑paced environment with consistent high volume periods.
Work Location
Hybrid: Primarily remote with one day per week in the office.
Occasionally required to work evenings and weekends.
Travel Requirements
Travel is required and sometimes overnight, primarily within the state of North Carolina.
Occasionally required to work evenings and weekends.
