This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position Serves as a Supervisory Branch Chief and Senior (unlimited warrant) Contracting Officer accomplishing both pre‑award and post‑award contracting functions to support District, Division, and agency‑wide missions through contracts for specialized procurement programs.
Responsibilities
Provides both technical and administrative supervision over assigned civilian and military personnel; Section Chiefs, Technical Leads, Contracting Officers, and Contract Specialists.
Advises acquisition personnel, Contracting Officers, Contract Specialists, primary customers, agency‑wide stakeholders, and other pertinent personnel in all phases of the acquisition process.
Reviews/approves negotiation position, the determination of types of contracts and negotiation authority to be used, and justification for negotiation position and other requirements.
Ensures coordination with the engineering and technical departments, legal counsel, audit, and subordinate activities.
Executes all approval levels within assigned contracting authority.
Supports, participates and provides technical assistance to project management teams when necessary.
Requirements
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This is an Army Acquisition, Technology, and Logistics (ATandL) Workforce position in the career field of Contracting.
The DoD is adopting a single level of certification with foundational training and an examination (DoD Contracting Professional Certification Program). You must obtain this certification within 36 months.
This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
Must be able to obtain and maintain a Secret Clearance.
Must be able to obtain and maintain a Contracting Officer’s Warrant.
