Planner I / Planner II Recruitment This recruitment is being conducted to fill one position, which may be appointed at either the Planner I or Planner II level depending on the qualifications and experience of the selected candidate.

NATURE OF WORK Under general to limited supervision, assists the Planning Division in administering the provisions of the Community Development Code (CDC); assists senior planning staff on special projects in such areas as long-range planning, process improvement, development project implementation, plaza use, special events, and environmental regulations.
DUTIES AND RESPONSIBILITIES Planning and Permitting
Manage and review administrative planning applications and permits (Class 1, Class 2, others). Under supervision of senior planning staff, drafts and issues Notice of Actions (NOAs) based on administrative determinations.
Under limited supervision of senior planning staff, manage and review Design Review Board planning applications and permits (Class 3, Class 4, Class 5, Subdivisions, Rezonings, others). Draft staff memos assessing applications’ compliance with Community Development Code (CDC) regulations, other applicable regulations and plans. Presents findings and recommendations to the Design Review Board and Town Council. Draft and issue Notice of Actions (NOAs) based on Review Authority decisions.
Helps draft and execute various legal agreements such as development agreements, encroachment agreements and license agreements in coordination with the Town attorney.
Provides technical support to senior planning staff in the management and review of other application types as needed. Administers special programs and projects as assigned.
Conducts field inspections to verify projects comply with approved plans and conditions as documented in the issued NOA.
Evaluates Building Permit applications to determine compliance with approved plans and conditions as documented in the issued NOA. Evaluates building permit submittals to determine housing mitigation fees, water tap fees, and other determinations as needed.
Supports current and long-range planning through the preparation and monitoring of planning data. Produces data compilations and visualizations to support planning studies in areas such as population, transportation, housing, traffic, land use, zoning, permitting, historic preservation, proposed subdivisions and public utilities. Prepares other graphic and engagement materials as needed.
Supports engagement and communication efforts, including participation in meetings with government officials and community groups; provides information to other Town departments; coordinates with various regional government organizations community groups, State and Federal agencies; attends public meetings and presents information on regional planning and zoning issues.
Assists with Subarea Planning efforts in conjunction with other regional entities.
Lead intermediate planning projects that require the synthesis of information from planning studies; analysis of technical and statistical information; interpretation of detailed maps and aerial photos; and historic and legal research.
Development and maintain effective working relationships with the general public, officials and personnel from other agencies.
Maintains a knowledge and understanding of current events and projects in the region to reasonably evaluate contextual and politically sensitive issues.
Effective and accurate public speaking and presentation skills.
Additional duties as assigned.
Administrative
Provides technical support to Community Development department as needed.
Assists with record retrieval for Colorado Open Records Act requests.
Coordinate and track Planning and Design Review in OpenGov and with staff including scheduling of appointments and inspections.
Prepares a variety of correspondence, public communications legal documents, meeting agendas, meeting minutes, and memoranda with accuracy and concision.
Ensures that all documents are prepared accurately and in accordance with departmental standards.
Maintains departmental files, records and documentation; Assist the Town Clerk’s office with record requests pertaining to building and design documents as necessary.
Office Management and Customer Service
Provides information and technical assistance to applicants, other agencies and the public regarding the rules, regulations, policies and procedures for a wide variety of municipal planning activities.
Assistance may include preliminary review of plans to evaluate appropriate jurisdiction, process and feasibility prior to formal application submittals. Assistance will be provided by appointment or on a walk-in basis over the phone, internet or in person as determined by current departmental processes.
Observes safe work methods and uses safety equipment; secures work sites as necessary; may attend safety committee meetings, actively participates in and may conduct safety trainings.
Contributes to the efficiency and effectiveness of the department’s service to its customers by offering suggestions and directing or participating as an active member of the team.
Actively works to progress the Town’s goal of zero waste and carbon neutrality by minimizing unnecessary consumption (of energy, water, paper, plastic, ink, etc.), seeking environmentally preferred products (e.g., reusable, recycled content, non-fossil fuel), and supporting environmental initiatives through participation, promotion, and accurate storytelling.
DISTINGUISHING CHARACTERISTICS The Planner II position is the journey-level of the Planner job series. Employees work more independently and perform professional planning assignments with limited supervision. This position may provide assistance to lower-level planners and may make presentations to internal and external groups and have decision making authorities.
MINIMUM QUALIFICATIONS High school diploma/GED with bachelor’s degree in Urban Planning, Engineering, Environmental Policy, Design, Public Administration, Natural Resources, or a related field; or an equivalent combination of education, education, and training. Planner II minimum qualifications include at least 2 years as Planner I or other planning experience.
Licenses/Certification(s) Possession of a valid Colorado State Driver’s License is required.
KNOWLEDGE, SKILLS & ABILITIES REQUIRED Knowledge of: Town Comprehensive Plan and Community Development Code; municipal, county, state and Federal laws, codes and regulations pertaining to community planning and environmental regulations; Town policies and procedures; research techniques and resources for land use trends and regulations; nomenclature, symbols, and computer software used in planning, drafting, and statistical analysis as applied to land use; the ability to read plan sets and construction documents; basic principles of and construction; principles of record keeping and records management; intermediate computer literacy including Adobe Creative Suite and Microsoft Office. Expertise in at least one area of the implementation of development in an alpine environment such as forestry, construction or environmental regulations is preferred. Expertise in OpenGov or similar governmental management software is preferred.
Skills in: Researching and analyzing community planning project components; compiling statistical information, and preparing and presenting technical reports to public bodies; understanding and interpreting land use regulations, zoning enforcement environmental planning and state and Federal laws related thereto; assessing and prioritizing multiple tasks, projects and demands; communicate effectively in verbal and written forms; establish and maintain effective working relationships with co-workers and customers. Computer proficiency with: ArcGIS, OpenGov (or similar), Adobe Creative Suite and/or Microsoft Office.
Environmental Factors Work is performed both in the field in a variety of weather conditions and in a standard office environment; work involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues.
