Alutiiq Career Ventures, LLC, a subsidiary of Alutiiq LLC, is seeking a Program Manager I in Blackstone, VA. This role will manage performance for the Foreign Affairs Security Training Center (FASTC) and associated task orders. This opportunity is for a potential contract award and is contingent upon the contract being awarded.

The Program Manager will supervise and oversee all Site Managers, DPM, Recruiter, Program Financial Analyst, and contractor Program Management Office (PMO). Responsibilities include ensuring quality recruiting, hiring, personnel management, and support of all personnel under the contract; coordinating with the Contracting Officer, Contracting Officer’s Representative, and Government Technical Monitors; mitigating risk; and managing all fiscal functions including invoicing and reporting.

Responsibilities

Serve as focal point for contractor functions related to contract performance.

Interact weekly with Contracting Officer, Contracting Officer’s Representative, and Government Technical Monitors to ensure required performance levels.

Supervise, oversee, and direct strategy to mitigate risk and maintain continuity of operations per the contract and task orders.

Advise and assist regarding the technical scope of the contract.

Accomplish human resource objectives by overseeing recruiting, selection, orientation, development, counseling, and discipline of employees.

Plan, establish, and review compensation actions and enforce policies and procedures.

Ensure timely and accurate reporting and provision of qualified personnel for each task order.

Ensure professional development training for personnel.

Oversee on‑time delivery of requirements, invoicing, and other fiscal management functions.

Review, assess, and correct any contractor personnel behavior that would reflect poorly on the Department of State or contract company.

Qualifications

Bachelor’s degree in Business, Management, or Security Administration.

At least 30 years of professional experience, including 15 managing large government programs.

At least 5 years as a program manager responsible for meeting government contract requirements as a contractor.

At least 15 years of leadership/supervisory experience.

Demonstrated ability to manage contracts including diversity initiatives, HR, and EEO issues in a government workforce setting.

Security clearance: Top Secret.

U.S. Citizenship, pursuant to the government contract.

Demonstrated ability managing contracts in excess of $30 million annually with a workforce of over 250 personnel.

Experience with Department of State policies and procedures domestically and abroad; experience with security operations of U.S. embassies and consulates.

Experience in planning, evaluating, analyzing, and implementing government programs.

Experience as an instructor or manager of adult education programs for security professionals.

Excellent oral and written communication skills; ability to communicate solutions to both contractor and government audiences.

Payrate:

$149,000 to $165,000 annually
