Job Description
The Construction Superintendent is responsible for directing work activities for the Maintenance and Infrastructure Services Directorate and will be deployed to the Associate Laboratory Director Plutonium Infrastructure (ALDPI) Directorate.
The Construction Superintendent will be responsible for work activities at a Department of Energy Category II Nuclear Facility.
Responsible for the oversight of craft that support deployed maintenance groups, shops, and construction management for the execution of construction work.
Leading projects of $500k or less and providing oversight to lower-level Superintendents as necessary.
May initiate investigations of abnormal events, incidents, and /or accidents to identify root causes and assist in implementing appropriate corrective actions.
MAY serve as a Control Account Manager (CAM) responsible for planning, budgeting, managing, and controlling costs and schedule performance for a project or subproject, and serve as a point of contact for project controls, including account scope, schedule, budget, and technical performance.
Ensures work packages realistically represent the duration and budget necessary to perform work and performs variance analysis reviews, determining cause and effect of schedule or cost variance, and defining achievable corrective action plans.
Directs the sequence of work for multip disciplinary, bargaining unit, craft workers operating within assigned areas.
Provides leadership for the safety and accident prevention programs for assigned areas or projects, including conducting safety topics/discussions for weekly safety meetings, monitoring subcontractor safety briefings, inspecting worksite for unsafe conditions and practices, and taking appropriate corrective actions.
Responsible for resource sequencing and ensuring those assigned are composed of qualified and knowledgeable personnel by reviewing their training plan.
Establishes, coordinates, and implements maintenance schedules that encompass resources, materials, and equipment requirements/availability, schedules core craft by coordinating with the schedulers ahead of time, tracks costs to meet formal estimated jobs, reports changes, and maintains appropriate budgets.
Implements and enforces policies, procedures, and related work rules as established by ALDPI.
May be required to present project management performance plans, status updates, trends, or issues to federal sponsors.
Qualifications
Recognized degree in an engineering or scientific discipline or specialized courses in project management, and ten (10) years of work experience, including 5+ years in at least one of engineering, procurement, and construction, or equivalent combination of education and experience.
Nuclear project experience is required.
Proven leadership and management skills to organize, direct, and control a team of workers, including work schedules, project progress, and resource allocation.
Experience managing construction projects, including proactive management of project scope, schedule, and budget, including Earned Value Management Systems (EVMS), is preferred.
Demonstrated experience identifying project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of a project.
Knowledge of all phases and complexity levels of construction projects, upgrades, renovations, and design & demolition (D&D).
Lead constructability reviews of the design process and the potential impacts to construction cost and schedule.
Extensive knowledge and experience with facility maintenance and/or construction management, including systems engineering design and maintenance, safety/authorization basis, configuration management programs, work control, and facility control systems.
Extensive knowledge and understanding of collective bargaining agreements related to all trades.
Extensive understanding of work hazards, safety practices, operating configuration, and lock‑out/tag‑out policies and procedures.
Demonstrated ability to interpret physical, mechanical, and electrical documents, blueprints, drawings, and schematics.
Demonstrated ability to establish and maintain strong and effective customer engagement.
Demonstrated experience interfacing with program, project, and line management to develop clear and executable action plans to address issues or needs.
Provides personal leadership, direction, and technical advice regarding health, safety, and environmental compliance.
Demonstrated experience and skill in identifying problem areas, investigating alternative solutions, and establishing a recovery plan/path forward.
Ability to determine actions to be performed on problems affecting maintenance programs.
Excellent interpersonal, oral, and written communication skills that include reporting on project status to senior-level management, project stakeholders, as well as regulatory inquiries.
Demonstrated skill in the preparation and presentation of oral and written reports.
Demonstrated ability to utilize and manipulate a computerized work management system in maintaining and tracking job activities, including coordination of materials and equipment delivery with vendors and suppliers.
Ability to promote an open communication environment to develop mutual trust and teamwork.
