Family Independence Administration provides temporary help to individuals and families with social service and economic needs to assist them in reaching self‑sufficiency via essential and diverse programs/services, such as temporary cash assistance, SNAP, childcare, eviction prevention services, adult protective services, job training, employment plans/support, domestic violence assistance, child support enforcement, and more.
Under the direction of the Associate Benefits Opportunity Specialist II, the Associate Benefits Opportunity Specialist I (ABOS I) is responsible for supervising a team of BOS staff, who provide various functions of eligibility determination, financial planning, and employment planning and monitoring to persons in need, promoting individual and family self‑sufficiency.
Responsibilities
Supervise a team of BOS workers who handle the entire application process for all new applicants, Family Assistance cases closed over sixty days, Safety Net case reopens, and one‑shot deals.
Assign applications to staff, review recommendations, and sign off on all benefits and case entries.
Interview applicants and assess eligibility for immediate need grants (food and non‑food), public assistance, SNAP benefits, and Medicaid; remove barriers to employment and make referrals to other services as needed.
Prepare daily and weekly statistical reports and monthly audits.
Assist with case consultation and guidance on difficult cases in the case planning process as necessary.
Supervise BOS workers providing comprehensive service delivery to participants after case establishment, including closed cases less than sixty days or Safety Net cases closed in error.
Manage all aspects of the case: establish ongoing eligibility, assess participants, develop employment assessment and plans, and execute strategies to help participants achieve self‑sufficiency.
Review employment eligibility decisions for appropriateness and correctness per Agency and New York State rules, and conduct initial conference/conciliation interviews.
Perform the Mandatory Dispute Resolution function.
Supervise staff who interview and correspond with homebound clients.
Supervise and provide quick service for clients who walk‑in or telephone the center, taking actions on reported changes, providing information and documentation as requested, and maintaining coordination with other teams.
Interview and assess housing needs of tenants at risk of homelessness or already homeless reporting to Benefits Access Centers; assist in developing anti‑eviction and housing intervention plans.
May conduct field visits.
Hours: Monday – Friday.
Minimum Qualifications
A four‑year high school diploma or its educational equivalent, and at least three years of full‑time satisfactory experience in social/human services or a related setting, providing either client services or employment planning/counseling services involving job development, skill assessment, and employment placement or other economic opportunity programming.
A baccalaureate degree from an accredited college, plus at least eighteen months of full‑time satisfactory experience working as a Benefits Opportunity Specialist, or the equivalent described above.
College credit from an accredited college may be substituted for this experience on the basis of sixty semester credits for nine months of the required work experience. All candidates must have at least eighteen months of full‑time satisfactory experience as a Benefits Opportunity Specialist or in social/human services as described.
