Position Summary Spicer Group is seeking a Project Manager (or Senior Project Manager) to join our Transportation Highway & Roadway Technical Service Group. This leadership opportunity is ideal for an experienced Project Manager with a strong technical background in civil engineering, focusing on highway and roadway design and construction projects. The Project Manager will oversee and manage design and engineering for transportation infrastructure projects—including major highways, roadways, and related infrastructure—while mentoring our team of Transportation Project Managers, Engineers, Designers, and Technicians to ensure projects are completed on time and within budget.

In addition to project management responsibilities such as budgeting, scheduling, team coordination, and quality control in accordance with company standards, the ideal candidate thrives in a collaborative, growth-driven environment and demonstrates strong technical, managerial, and client relationship‑building skills.

Key Responsibilities

Manage all aspects of civil transportation infrastructure projects from conception to completion

Lead project teams through planning and design

Prepare proposals on projects and handle scope, budgeting, scheduling, resource management, and team coordination

Develop project design plans, specifications, and cost estimates

Prioritize multiple projects and deadlines, communicating with executives and clients

Coordinate and communicate with team members, clients, contractors, and external consultants

Maintain and expand client relationships, support business development activities, and identify new project opportunities

Coordinate internal resources and provide mentorship to project team members

Ensure project deliverables meet quality standards and client expectations

Conduct periodic construction site visits and inspections to ensure project compliance with design specifications and safety standards

Attend project meetings, public hearings, and present at interviews for new projects

Maintain current knowledge of industry trends, regulations, and best practices by reading professional publications and attending professional meetings and seminars

Exercise judgment in evaluating, selecting, adapting, and modifying standard techniques, procedures, and criteria

Supervise Project Engineers, Design Engineers, technical, and administrative support personnel

Education & Experience Requirements

Bachelor’s degree in Civil Engineering or related field

Professional Engineer (PE) license preferred (candidates without PE may be considered)

Proficiency in AutoCAD/Civil 3D, MicroStation/ORD, and Microsoft Office programs (Excel, Word, PowerPoint)

Strong communication and interpersonal skills, with the ability to lead teams and collaborate effectively with clients

Preferred Experience

Minimum 8 years of civil engineering experience

4+ years of experience in transportation roadway infrastructure projects, including ODOT project work
