Program summary IRCO’s Housing Stabilization department consists of its Survivor Housing program, Permanent Supportive Housing (PSH) program, and New Arrivals Housing program. Programs provide housing stabilization services, case management, and connections to education, employment, and community resources for survivors, families, and refugees.
Position summary The Survivor Housing Coordinator oversees daily operations and coordination of IRCO’s Survivor Housing programs. This includes supervising Housing Advocates who assist individuals and families experiencing DV, SA, HT, and/or PLWD with long-term housing stability. The coordinator helps identify and resolve housing barriers, establishes long-term action plans, monitors program performance and service quality, conducts outreach, tracks expenses, ensures contract compliance, and prepares reports. This role collaborates with Sector Coordinators, Sector Manager, Division Director, and IRCO operations units.
All staff utilize a survivor-centered, strengths-based, empowerment model to cultivate trust and provide advocacy and case management that facilitates clients reaching their goals.
Essential Functions Program Operation & Management
Maintain confidentiality and apply laws regarding confidentiality, disclosures, and releases of information to ensure program and staff compliance
Oversee daily program operations and ensure high quality service delivery to meet housing contract objectives
Provide recommendations around housing partnerships that meet the needs of immigrants and refugees and other clients
Approve and process requests for client assistance; submit timely payment packets; coordinate with IRCO’s Finance team on financial matters
Regularly review client files and service records; ensure data entry, case notes, file updates, reports, and administrative tasks are completed accurately and timely
Lead housing program assessment, monitoring, and reporting activities
Maintain confidential participant records and ensure proper destruction as required
Assist with budgeting, amendments, and tracking expenses including direct client support and matching funds
Design and update protocols and procedures; create workplans for review by Manager
Team Management
Lead a survivor-centered, strengths-based, trauma-informed empowerment model to help staff assist clients in attaining housing stability
Directly supervise Housing Advocates; hold regular case conferences and provide problem-solving support
Provide backup during interventions with landlords, creditors, and community partners; assist with escalated cases
Onboard, supervise, and retain staff; approve schedules, PTO, timesheets; contribute to performance evaluations; ensure policy interpretation; participate in hiring and disciplinary actions as needed
Foster a supportive, positive, accountable work environment
Strategy, Vision, & Representation
Identify safe, affordable housing sites and build relationships with landlords and property managers
Represent IRCO in meetings and coordinate housing access networks
Engage in funding conversations; support funding proposals with Development team
Build relationships with IRCO programs and external providers to ensure high-quality referrals
Participate in internal and external meetings to strengthen client services
Requirements Education & Experience
Bachelor’s Degree required; related fields include Urban Planning, Homelessness, Women’s/Gender Studies, Social Work, or related field. Substantial experience in permanent supportive housing and homelessness with immigrant and refugee communities may substitute for education
Experience in permanent supportive housing, housing stabilization for DV/SA/HT survivors, partnerships, and/or supportive services
Completion of the 40-hour Oregon Domestic Violence Certified Advocate training, plus relevant training within 10 days of hire
Minimum 3 years of experience as a DV Advocate/Housing Specialist or in social services/case management
Understanding of Trauma-Informed Care and reflective supervision
Knowledge of immigrant and refugee populations and challenges; cultural awareness
Ability to work with a wide range of people and build stakeholder relationships
Strong verbal and written communication, active listening, and organizational skills
Ability to multitask, meet deadlines, and analyze data to improve programs
Ability to pass an extensive background check
Valid driver’s license, auto insurance, and full use of a vehicle during work hours
Physical, Mental, & Environmental Requirements
Hybrid position
Requires physical effort such as lifting or movement; risk assessment and decision-making with incomplete information
Work environment may involve interactions with individuals in challenging situations; safety plans are created
Schedule may fluctuate based on organizational or client needs
Supervisory Responsibilities Positions at this level provide daily work direction and may involve hiring, disciplining, and related HR decisions.
