The Idaho Transportation Department (ITD) currently has an opportunity for a Design / Construction Operations Manager (Grants/Contracts Operations Analyst classification) in our Design/Construction section. This position will be reporting to the District 2 office in Lewiston, Idaho.
This person is an integral team member of our Design/Construction section working closely with engineers, project managers, and technicians as well as cross‑collaboratively with other sections across the organization to maintain contracts within Federal Highway Administration (FHWA) and State compliance standards. This employee will help coordinate between ITD internal staff, contractors, consultants, and local entities as it relates to payments, contract compliance, and review and maintenance of construction project records.
Example of Duties
FHWA & State contract compliance assurance
Certified payroll review
Subcontract compliance review
Civil Rights / B2GNOW
Provide technical assistance and advise project teams of Disadvantaged Business Enterprise (DBE) and Equal Employment Opportunity (EEO) compliance
Maintain construction project records and correspondence (set‑up and maintenance)
Prepare partial and final payment packages to enable accounting to process payments to contractors, consultants, and local entities:
Understanding the contract, the activity and the program requirements and the accounting requirements to get the payment through the system
Financial support for Design/Construction project managers and resident engineers:
Project operating budget
Reconciliations
Project financial
Minimum Qualifications Some knowledge of:
Grant or contract administration
Bookkeeping
Experience
Interpreting, applying, and explaining laws and regulations
Interpreting narrative or demographic or statistical reports to ensure compliance with laws, regulations, or requirements
Collecting, organizing, and evaluating data and writing a narrative report of findings
Desired Qualifications
Auditing financial documents
Accounts payable & accounts receivable
Financial reconciliation & reporting
Federal aid contract compliance
Construction contract administration; inspection, testing, and/or project records
Reviewing, understanding, and applying manuals, policies, and processes
Strong communication skills
Experience in Software and/or Systems
