Washington County District Court in Stillwater, Minnesota, is seeking a talented Court Operations Manager II to oversee multiple areas of court operations, including Criminal, Scheduling, Jury, Hearing Officer, and/or alternative areas. The ideal candidate will be a fast learner, innovative, analytical, and have the proven ability to maintain a fair and collaborative work environment and build diverse teams that solve complex problems. This is a highly responsible position that is permitted substantial latitude in organizing staff and setting priorities in alignment with the mission and vision of the Minnesota Judicial Branch (MJB).
What You Will Do
Manage the Criminal, Court Scheduling, Jury, and Hearing Officer Divisions of Washington County by directing, assigning, supervising, and reviewing the work of subordinate supervisors and employees; develop work schedules, priorities, and staffing plans.
Report to the Court Administrator and collaborate to establish the vision and goals of Washington County Court Administration. In the absence of the Court Administrator, assume responsibility for the continuity of court operations.
Exercise considerable independent judgment, initiative, and discretion in developing, implementing, and improving work methods, internal operating procedures, case management, records management, and operating systems to meet goals, ensure statutory compliance, and maximize performance.
Manage high-level functions and activities such as calendar planning, judge resource management, oversight of statutory compliance, legislative changes, liberty issues, and case processing quality.
Demonstrate strategic thinking by participating in strategic planning and implementing strategic plans, goals, and project management strategies to produce timely and measurable deliverables.
Direct workflow and oversee the development, documentation, and application of accountability standards, operating procedures, manuals, and performance measures; review MNCIS reports and other statistical information to evaluate performance and make operational decisions.
Interpret statutes, rules, procedures, and court orders, and seek legal guidance as needed to address procedural and operational questions.
Demonstrate a clear understanding of performance management, inclusive leadership, coaching, and fostering a healthy workplace culture.
Perform personnel administrative functions, including initiating and updating job descriptions; interviewing applicants; recommending selection, promotion, salary adjustments; completing probationary and merit evaluations; administering discipline; counseling employees; and coordinating vacation and personnel leave schedules.
Oversee the development, execution, and assessment of structured department training, orientation, and continuing education plans; plan, coordinate, conduct, and participate in staff training and professional development as required.
Serve as a liaison for communications regarding court operations; effectively communicate with judges, staff, customers, the bar, attorneys, court officials, other agencies, and the public orally, interpersonally, and in writing; intercede on behalf of staff during challenging phone calls or in-person interactions.
Facilitate the application of new technologies to increase staff efficiency and effectiveness; conduct research and make recommendations on technology requirements; utilize court-related computer systems, including, but not limited to, MNCIS, EFS, MNDES, and related applications.
Oversee internal control functions, records management practices, and report preparation as needed.
Call and conduct staff and department meetings; attend department meetings; serve on committees and workgroups; and contribute to policy-making efforts at the county, district, and state levels.
Attend required professional development, continuing education, and training necessary to effectively execute position-specific functions.
Work is performed under the general supervision of the Court Administrator and is reviewed through conferences, observations, reports, and results obtained.

Minimum Qualifications
Graduation from an accredited 4‑year college or university with major coursework in judicial, public, business administration, or related field.
Supplemented by at least four (4) years of relevant court supervisory experience.
Preferred Qualifications
Experience in managing operations in the Minnesota Judicial Branch.
Experience working with stakeholders and elected officials.

Work involves remaining in a stationary position most of the time in front of a computer, using a keyboard, mouse, and telephone. Regularly operate a computer and other office equipment. Occasionally move about the worksite to access file cabinets, office equipment, etc.
This position is exempt under the Fair Labor Standards Act.
Core business hours are Monday‑Friday, 8:00 am - 4:30 pm. Initial days off: Saturday, Sunday, and Court Designated Holidays.
