Job Summary Performs a variety of fiscal and administrative support functions that may include purchasing, accounts payable and receivable, payroll, budget management, and other fiscal duties.
Minimum Qualifications Three (3) years of related experience in purchasing, accounts payable and receivable, payroll, or other fiscal duties; or an equivalent combination of education and experience.
Must pass a required background check through fingerprinting and enrollment in the continuous RAP Back program in accordance with current county HR policy requirements.
Essential Functions
Coordinate with division staff to register and tag new controlled asset purchases; process PM‑2 forms to track transfer and disposal of controlled and fixed assets.
Conduct research and planning on various issues at the request of the Administrative and Fiscal Manager.
Oversee office administrative functions.
Ensure all new‑hire paperwork complies with county, state, and federal requirements; conduct periodic audits and adjust processes and procedures.
Classify records and develop retention schedules; coordinate proper transfer of records to storage.
Process purchase requests, verify invoices, process vendor payments, maintain documentation, and assist staff with purchasing activities.
Close monthly expenditures, review petty cash accounts, and conduct annual controlled asset audits.
Coordinate purchasing details with vendors, monitor contracts and payments for compliance, and authorize payments.
Assist with payroll preparation and processing; answer payroll questions; provide training, instruction, and assistance to staff; assist with benefits enrollment; may act as hiring manager.
Assist the Fiscal Manager and administrative staff with division budget preparation and fiscal program development.
Maintain fiscal and payroll records and perform backup accounting functions.
Process division‑wide purchase card reconciliations and postings; complete necessary journal voucher adjustments; review for compliance.
Review and submit paperwork for bid processes; track purchases until completion and payment.
Process purchase requisitions, obtain small‑cost purchase order numbers, forward invoices to the Auditor’s Office for payment.
Maintain special accounts such as subscriptions, publications, merchandise receipts, pricing, travel, education, etc., ensuring proper documentation, authorization, and fee adherence.
