Lead MCRCD’s Water Resources Program, a team responsible for promoting and protecting clean water and healthy streams throughout Mendocino County.

This position requires a passion for conservation, advanced project management skills in public works infrastructure, and a proven track record of managing public sector projects, government contracting, and grant funding.

Annual Compensation Range:

$90,750 to $110,281

Salary commensurate with experience.

Must work from MCRCD’s Ukiah office.

4 weeks paid time off per year to start.

Mendocino County Resource Conservation District (MCRCD)

is an independent Special District dedicated to conserving, protecting, and restoring wild and working landscapes to enhance the health of water, soil, and forests in Mendocino County.

Responsibilities MCRCD’s Water Resources Program operates at the intersection of

water conservation, water quality improvement, stormwater pollution prevention, sustainable groundwater management, fisheries restoration, and climate resilience . The Program Manager leads the team, manages staff, and collaborates with landowners, agencies, non‑profits, and public partners on grant‑funded projects.

Primary Responsibilities

Develop and manage watershed restoration, water conservation, and monitoring projects; write grant applications and funding proposals.

Secure and comply with regulatory permitting and contracting requirements.

Build and maintain relationships with partners and attend meetings to advance project objectives.

Oversee grant‑funded projects that protect water quality, promote conservation, and enhance aquatic habitat.

Define project scope and use appropriate contracting procedures to hire and manage subcontractors.

Track and manage project implementation, quality, and financial aspects using Excel, QuickBooks, and other software.

Prepare reports for funding agencies, the executive director, and the MCRCD board of directors.

Provide supervision and guidance to staff on project management and monitoring.

Manage monitoring of physical and biological attributes such as aquatic habitat inventories, groundwater elevation monitoring, groundwater quality testing, and invasive species monitoring.

Lead organizational management and represent MCRCD in building partnerships with landowners, Indigenous Tribes, and regional, state, and federal agencies.

Assist in developing educational and outreach materials for the MCRCD website, social media, and other venues.

Required Qualifications

Bachelor of Science in aquatic ecology, hydrology, water resources, or related field (or equivalent project management or engineering degree).

Field experience on natural resource projects.

Excellent organizational, communication, and collaboration skills.

Advanced project management experience.

Strong grant writing and report drafting abilities.

Proficiency with ArcGIS and other spatial analysis software.

Proficient with Microsoft Office (Word, Excel, Outlook, PowerPoint).

Experience managing program and project budgets.

Knowledge of human resource principles, preferably in government.

Valid California driver’s license.

Desired Qualifications

Experience working with Native American Tribes in Mendocino County.

Spanish language proficiency.

Experience sampling and monitoring aquatic habitats.

Familiarity with grant‑funded operations.

Off‑road vehicle operation experience.

PMI certifications.

Public works project management experience.

Experience soliciting public works projects for bidding.

Knowledge of prevailing wage principles and California Department of Industrial Relations.

Knowledge of Mendocino County watersheds.

Experience working with diverse communities.

Physical Requirements The role requires physical ability to talk, listen, observe, stoop, reach, sit, stand, climb stairs, use repetitive motions, and traverse uneven terrain. It involves operating a telephone, computer, copier, and motor vehicle; reading and hearing for communication; lifting up to 25 pounds; using landscaping tools; driving off‑road vehicles; and strenuous hiking. Unusual shifts, including weekends, may be required. Remote work is possible for office duties once the employee is established.
