Mental Health Program Specialist 3 Clinical, Central Office The Office of Mental Health (OMH) is seeking a qualified candidate to fill a Mental Health Program Specialist 3 Clinical position in the Division of State Operated Children’s and Adult Services. The incumbent will oversee the day-to-day operations of the Sustained Engagement Support Team and partner with other Division leadership to ensure effective ambulatory services billing and revenue audits.

Base pay range $96,336.00/yr - $121,413.00/yr

Responsibilities

Maintain and strengthen the Sustained Engagement Support Team and provide ongoing oversight and program development.

Provide ongoing clinical consultation and supervision to SES staff regarding client engagement, monitoring activities, and emergent risk concerns.

Utilize data to assess treatment needs, risk factors, and opportunities for targeted engagement approaches as well as guide the development and coordination of trainings on best practices around increasing engagement as needed.

Strengthen relationships, communication and coordination between SES and other clinical providers (i.e. State-operated outpatient programs, Regional Field Offices, criminal justice agencies, community providers) regarding shared clients.

Support collaborative efforts aimed at preventing unsuccessful discharges, supporting re‑engagement of individuals in mental health treatment and/or promoting continuity of care.

Ensure the provision of high‑quality consultation services that support program effectiveness and stakeholder needs.

Support ambulatory services billing processes, ensuring compliance with regulatory standards and internal procedures.

Monitor billing activity to detect concerns, errors, or discrepancies, and ensure timely follow‑up on documentation requests from third‑party payers.

Collaborate with other Division leadership to strengthen internal controls, reduce self‑disclosures/paybacks, and safeguard the organization’s revenue.

Apply strong organizational skills, attention to detail, and problem‑solving ability to optimize billing workflow and financial integrity.

Contribute to program performance improvement initiatives through data review, trend analysis, and collaborative planning.

Participate in special projects as assigned.

Minimum Qualifications A bachelor’s degree in a health or human services area and four years of professional clinical experience in a mental health program. Educational substitutions: A master’s degree in clinical mental health counseling, clinical psychology, community mental health counseling, counseling and community psychology, counseling, forensic psychology, mental health counseling, nursing, psychoanalysis, psychology, rehabilitation counseling, or social work can substitute for one year of specialized experience. Transfer opportunity: Candidates must have permanent status as a Mental Health Program Specialist 3 (Clinical) and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M‑grade of this position.
