Behavioral Health Specialist (Bilingual – English/Spanish) – Arlington County Government

Join the Children’s Behavioral Health Bureau (BHB) within the Child and Family Service Division (CFSD) at the Department of Human Services (DHS). This role focuses on providing comprehensive, trauma‑informed, culturally responsive mental health and substance use services to youth and their families. Services are delivered in homes, schools, community settings, and DHS offices.

Job Description As a Case Manager/Bilingual, you will offer high‑fidelity wraparound and intensive care coordination to youth with complex behavioral health challenges. You will be part of a multidisciplinary team that may include therapists, psychiatric providers, and professionals from schools, courts, child welfare, and other agencies.

Responsibilities

Assessment of clients’ presenting symptoms to identify service needs

Provision of treatment planning, risk assessment, and crisis stabilization

Meeting with clients in community‑based locations (e.g., home, school)

Linking clients to community resources that support behavioral health stability

Transporting clients to community services as needed

Leading psycho‑educational groups

Facilitating and/or participating in team meetings and scheduling as required

Providing case management for clients who require supportive funding from the Family Assessment and Planning Team (FAPT)

Delivering High Fidelity Wraparound/Intensive Care Coordination to an identified caseload of youth and families

Monitoring the quality of wraparound implementation, including progress of child and family team goals

Completing all required documentation (treatment plans, progress notes, monthly and quarterly reports) accurately and in a timely manner to ensure compliance with clinical, funding, and program licensing regulations and standards

Qualifications Minimum Requirements

Bachelor’s degree in a clinical discipline such as Counseling, Social Work, Psychology, Art Therapy, or another directly related clinical discipline from an accredited college or university

Two years of experience providing behavioral health services to children and youth

Meeting the criteria to register with the State as a Qualified Mental Health Professional (QMHP) within 60 days of hire (see

Proficiency in both English and Spanish

Substitution A Master’s degree may substitute for the experience requirement.

Desirable Qualifications

Master’s degree in a clinical discipline as listed above

Experience providing case management services to youth with serious emotional/mental illness or substance use in an outpatient or community‑based setting

Experience with (and/or certification) in High Fidelity Wraparound/Intensive Care Coordination

Special Requirements An online application is required. The applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator’s license from the applicant’s place of residence, or have the ability and willingness to use alternative transportation to perform duties at locations other than the primary worksite. The applicant must authorize Arlington County to obtain or provide a copy of the official state/district driving record, and any offer of employment may be contingent upon a favorable review of the applicant’s driving record.

A pre‑employment criminal records check will be conducted, including checks of criminal record, driving record, education, professional licensure, and credit history. The applicant may be required to sign a release authorizing the County to obtain background information. Must complete pre‑hire federal background check and State of Virginia Central Registry check.

Assessment of oral Spanish proficiency will be required before a candidate can be appointed to this bilingual position. The incumbent will receive the language pay premium on all hours worked and on paid leave hours.

Additional Information Work hours will be discussed during the interview process to meet program and client needs. Some positions may require holidays, nights, and/or weekend shifts. Work will be performed at locations throughout the County, including client homes, hospitals, schools, and other facilities.
