This is complex supervisory work coordinating and supporting operations of a team of professionals in service of the City of Tampa and the City's strategic objectives in a centralized budget and financial planning office.
Nature Of Work
An employee in this class is responsible for the variety of tasksassociated with team development and supervision in support of the city's grantand similar programs. Tasks are of a high degree of difficulty and complexityand include training, coaching, advising, developing, disciplining, mentoring,and leading a team of specialized professionals in the field of grants orgrant-related programs. Employees of this class are expected to maintainrelationships with administrators, management, and other personnel affected bytheir programs. Employee will also be required to train or advise personnel onother teams of relevant processes and procedures as necessary. While thisposition is performed under general supervision, employees must exerciseconsiderable initiative and independent judgment. Employees in this positionmust complete significant projects using proven and documented methodologies,report regularly on plans and work, and generate and present reports on avariety of subjects. Work is reviewed through conferences, documents submitted,and results obtained. Examples of Duties
Create andmaintain long-term business relationships with external parties to includeprivate foundations, federal governmental agencies, state governmentalagencies, and various local agencies that could potentially partner with thecity; Identify and cultivate relationships with new and potential fundingagencies. Usesavailable data and determines whether the goals and requirements of a fundingopportunity are compatible with the goals and requirements of the city. Reviews applications for accuracy,compliance, and requirements prior to submission. Support the development ofthe grant-funded budget by offering guidance and input. Monitor grantcompliance in accordance with federal, state, local, and organizational policy. Providecapacity building for the team through on-the-job training in writing,reporting, procurement, budgeting and other topics as needed. Identify anddevelop strategies to optimize the grants administration process; serve asliaison and point of contact to grantors and other external funding partners. Manage allonline grant management portal users and access; ensure updates and compliancewith all relevant requirements. Reviewand maintain grants procedures and policy on an annual basis. Assists with preparation of annual,quarterly, and monthly budget reports, plans, and projections for all grantrelated appropriations; support personnel in the management of grants; Assistswith reconciling the City's financial systems with various Federal and Statesgrants management systems; Assists accounting staff in the preparation andreview of the City's Annual Single Audit and the Schedule of Expenditures ofFederal Awards and State Financial Assistance. Coordinate with staff internally on a regularbasis and throughout the organization as required on efforts and significantevents, such as opportunities for funding, notices of award, progress updates,regular status reports on ongoing projects, and other similar actions. Leads efforts associated with recovery fromemergencies, disasters, or related events and serves as point of contract forrecovery support organizations such as the Federal Emergency Management Agency(FEMA), Florida Division of Emergency Management (FDEM), private insurance, andothers; gathers costs and prepares reimbursement requests with supportingdocumentation; assists with mutual aid deployment reimbursements; report onstatus of recovery efforts orally or in writing. Serve as a representative of the organizationto external community boards and committees, including Local MitigationStrategy Working Group, State and Federal Lobbying action groups, and others. Develops and maintains athorough understanding of city resources and processes through independentresearch and communication with all levels of staff. Works with management to determine projectpriorities and timelines and reports progress as required. Completes performance evaluations; approves leave requests;develops plans for staffing; adjusts work schedule to meet deadlines. Recruits,supervises, develops, enhances, and evaluates the work of subordinateemployees. Performsrelated work as required. Knowledge, Skills & Abilities
Considerable knowledge of : methods, procedures, management, andanalysis of grants oversight, compliance and administration; the City'sstrategic outcomes and where and how to apply for grant funding to supportthese outcomes; the process to apply for competitive grants from various donorentities; theprocess to accessformula/entitlement grants provided by the Federal government; grant submittalrequirements of various granting agencies. Working knowledge of : U.S. and State government grant regulationsand policies; principles of organization and management; supervisorytechniques; effective training techniques; methods of accounting and budgeting;agenda/staff summary review process. Knowledge of : Computers and varioussoftware programs specifically Office365 (Teams, Word, Excel, SharePoint,OneDrive,) Ability to : read, understand and interpret grant noticeof funding opportunities and grant agreements; plan, assign, supervise andreview the work of others; collect and analyze data to draw sounds conclusions;formulate and present recommendations and implementation methods; prepare andpresent oral and written reports; establish and maintain working relationshipswith other employees and managerial personnel; understand and communicateeffectively with city staff. Minimum Qualifications
Graduation from an accredited college or university with a bachelor'sdegree, (master's preferred), in business or public administration, finance,social sciences, or a related field with an emphasis on writing or research andfive (5) years of progressively responsible experience in governmental grantsor funding agreements including three (3) years supervisory experience. An equivalent combination of education (notless than possession of a high school diploma/GED), training and experiencethat would reasonably be expected to provide the job-related competencies notedabove. Licenses or Certifications
Possession of a validdriver's license may be required. Examination
