ESO Consultants LLC is establishing a qualified consultant talent pool for a senior-level HUD Policy Consultant to support large public-sector housing agencies, including the NYC Department of Housing Preservation and Development (HPD). This role provides expert guidance on HUD Section 8 programme administration, regulatory compliance, and operational improvement initiatives.
Key Responsibilities
Serve as senior advisor on HUD Section 8 regulations, policies, and statutory changes
Interpret and implement HOTMA, RAD, PBV, MTW, NSPIRE, SEMAP, and related HUD initiatives
Evaluate housing programme policies, workflows, and administrative practices
Lead development and updates of Administrative Plans, procedures manuals, and policy guidance
Support HUD audits, SEMAP assessments, and corrective action planning
Provide strategic recommendations to improve voucher utilisation and programme performance
Advise executive leadership on regulatory and operational risk mitigation
Required Experience
Master’s Degree in Public Administration, Urban Planning, Housing Policy, or related field
7–10 years of senior-level experience with HUD Section 8 or public housing authorities
Demonstrated expertise in HUD regulations, SEMAP scoring, and compliance
Experience supporting large urban housing programmes strongly preferred

Compensation $200.00 – $210.00 per hour
