Be Part of Something Amazing! The County of Ventura Resource Management Agency / Planning Division is seeking a Planning Manager to manage its Residential Permit Section.

About the Agency Resource Management Agency (RMA) protects public health, safety, and welfare through land use, environmental regulation, and enforcement. The Planning Division regulates land and structure use, issues permits, and enforces zoning and CEQA compliance.

Role Overview The Planning Manager serves under the Planning Director or Assistant Planning Director, managing the Residential Permit Section or other sections as needed. Responsibilities include planning, organizing, directing, and coordinating division activities; supervising staff; processing permits; ensuring compliance with zoning, General Plan, and CEQA; and providing management‐level expertise.

Typical Responsibilities

Manage section daily activities; hire, train, counsel, and evaluate staff.

Review and evaluate planning division activities for consistency with land use regulations and CEQA compliance.

Provide decision‑making for ministerial and discretionary permits and coordinate consultant services.

Supervise planner case management activities.

Contribute to Planning Division management team; develop policies and procedures.

Represent director at meetings or public hearings.

Perform related duties as required.

Qualifications Education & Experience

Five (5) years of progressively responsible land‑use planning experience, including supervisory practice; or equivalent experience.

Bachelor’s degree in Urban Planning or related field; Master’s degree highly desired.

AICP membership highly desired.

Necessary Special Requirements

Independent travel required.

Valid California driver license.

Experience working with elected officials, agencies, and community groups.

Excellent written and verbal communication skills.

Desired Additional Experience

Experience implementing housing and resource planning regulations, especially in agricultural and coastal areas.

Master’s degree in urban/regional planning, natural resources or related field.

Three (3) or more years of management experience leading professional planning staff.

Two (2) or more years of CEQA environmental impact report preparation.

AICP membership.

Knowledge, Skills, and Abilities

In-depth knowledge of planning principles and techniques.

Knowledge of federal, state, and local planning laws and regulations, including CEQA, AB 52 & SB 18.

Working knowledge of CEQA review process and management practices.

Map, plan reading and interpretation.

Ability to evaluate and process permits, manage multiple tasks, and prepare clear reports.

Leadership, supervisory and mentoring skills.

Contract management of consultant services.
