Position Overview We are seeking a highly experienced
Payment Analysis Lead
to direct the development, execution, and quality review of complex payment analyses supporting the
End Stage Renal Disease Prospective Payment System (ESRD PPS)
and the
Acute Kidney Injury Payment System (AKI PS) .
The Payment Analysis Lead is a senior technical and policy leadership role responsible for ensuring that all payment analyses are
methodologically sound, policy-relevant, and defensible
for the Centers for Medicare & Medicaid Services' (CMS) rulemaking. This individual works closely with CMS payment policy leadership, analysts, clinicians, and data teams to translate advanced quantitative findings into clear policy options and regulatory documentation.
Key Responsibilities
Lead and oversee all
ESRD PPS and AKI payment analyses , ensuring accuracy, methodological rigor, and alignment with CMS policy objectives.
Direct the design, testing, and refinement of
payment methodologies , including simulations, regressions, and facility-level and beneficiary-level impact analyses.
Provide subject-matter leadership on
ESRD PPS rate-setting , including TDAPA, TPNIES, outlier policy, wage index, low-volume, rural, and other facility-level adjustments.
Review and approve analytic outputs, ensuring consistency, reproducibility, and compliance with CMS standards.
Translate complex technical results into
clear policy memoranda, briefing materials, tables, and Federal Register preamble language .
Support CMS during
rulemaking cycles , including rapid-turnaround analyses (often within 48 hours) and iterative responses to CMS feedback.
Collaborate closely with the Project Director, Data Analytics Lead, Medical Directors, and CMS stakeholders to ensure analytic findings are actionable and policy-ready.
Mentor and guide analysts and modelers to maintain high standards of analytical quality and documentation.
Minimum Qualifications
Ph.D. or Master’s degree
with
10+ years of experience
in payment policy analytics, including
5+ years in a Medicare-focused leadership role .
Expert-level knowledge
of:
ESRD PPS rate-setting methodologies
Transitional Drug Add-on Payment Adjustment (TDAPA)
Transitional Add-on Payment Adjustment for New and Innovative Equipment and Supplies (TPNIES)
Facility-level and patient-level payment adjustments
Demonstrated ability to
design, evaluate, and defend payment methodologies , including policy simulations and impact analyses.
Strong track record of translating advanced technical analyses into
policy memoranda and Federal Register preamble language .
Extensive experience working with large Medicare claims and cost report data in secure CMS environments.
Preferred Qualifications
Direct experience providing
CMS rulemaking support , including proposed and final rule development.
Expertise in
payment alignment across multiple Medicare payment systems , such as OPPS, IPPS, and CMMI models.
Prior experience supporting ESRD PPS, AKI payment policy, or closely related Medicare payment programs.
Demonstrated ability to communicate complex findings effectively to senior federal leadership and non-technical audiences.
