Licensed Mental Health Counselor (NY HELPS) Pay range: $70,579.00/yr – $89,645.00/yr (based on skills and experience). This range is provided by NYS Office of Children and Family Services.

Roles and Responsibilities The Licensed Mental Health Counselor reports to the Assistant Director for Treatment and provides direct clinical services to youth, families, or caregivers. The clinician acts as a primary member of the youth’s support team, assisting the team in understanding youth holistically; conceptualizing behaviors directly related to the youth’s placement in the context of familial, community, cultural, and developmental experiences. The clinician continually assesses and draws upon the strengths and assets of youth and their caregivers to facilitate insight, cognitive, behavioral, emotional, and spiritual growth and wellness.

Minimum Qualifications

One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.

Possession of a license and current registration as a Licensed Mental Health Counselor in New York State, and continuous maintenance of a valid New York State license.

Eligibility for a non‑competitive appointment under the NY HELPS Program; formal conversion to competitive status is expected within one year of permanent appointment.

Background Investigation Requirements

All prospective employees will be investigated through a Criminal Background Check (CBC), including State and federal Criminal History Record Checks. All convictions must be reported; a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment.

All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Fees may apply.

For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees, screening will include the Staff Exclusion List (SEL). Those appearing on the SEL may be barred from appointment.
