Job Overview Position: Environmental Health Specialist Exam: PH5672D First Day of Filing: Thursday, May 20, 2021 at 8:30 a.m., Pacific Time (PT)

Essential Job Functions

Conduct specialized technical field inspections and investigations of manufacturing, industrial, or other large‑scale facilities and institutions in areas such as food and drug, water, sewage control, multiple‑family housing, garment manufacturing, laundering facilities, public swimming facilities, and water pollution control to determine compliance with public health laws and regulations.

Verify proper manufacture, storage, preparation, and transportation of foods, drugs, and dairy products; investigate suspected food poisonings and related complaints; and inspect facilities such as hotels, motels, jails, mental institutions, and boarding homes for compliance with environmental standards.

Approve plans for construction of public swimming facilities and installation and maintenance of equipment; ensure potable water meets federal, state, local, physical, chemical, and bacteriological standards; approve sewage disposal installations and inspect water treatment, sewage disposal, and water reclamation plants.

Provide technical direction to district environmental health staff, review work, advise on inspection methods, and determine effectiveness of enforcement actions.

Conduct special investigations such as food poisoning, provide support in complex investigations, and prepare evidence for criminal prosecution.

Develop and implement staff development and training programs to improve the quality of inspections and public services.

Perform administrative studies or analyses of public health laws and ordinances to determine their impact on environmental health programs.

Qualifications and Experience

Minimum of two (2) years’ experience as a Registered Environmental Health Specialist for a health department.

Experience may be awarded additional points when beyond the minimum requirements.

Knowledge of environmental health inspection procedures, public health laws, and industry standards.

Strong analytical, communication, and report‑writing skills.

License and Certification Requirements

A valid California Class C Driver License. Submit a copy of the license at the time of filing.

A certificate as a Registered Environmental Health Specialist issued by the California State Department of Public Health. Submit a legible copy of the certificate within 15 calendar days of filing.

Physical Demand Moderate physical demand: standing or walking most of the time, bending, stooping, squatting, twisting, and reaching; working on irregular surfaces; occasionally lifting objects over 25 pounds and frequent lifting of 10–25 pounds.

Examination Process The examination evaluates experience, license, and certification requirements. A passing score of 70% or higher is required to be added to the Eligible Register. The Position is subject to the “one exam per 12 months” rule.

Benefits and Working Hours Appointees are required to work evenings, weekends, and holidays as needed.
