Job Summary

Position: Senior Environmental Scientist (Specialist) – Resource Agency Mitigation Coordinator Job Code: JC-502742 Salary: $7,820.00 – $10,732.00 per month (new to state hires are placed at minimum salary or minimum alternate range if applicable) Location: 464 W. 4th Street, San Bernardino, CA 92401 (Office hours 7:00 a.m. – 5:00 p.m.) Type: Permanent, Full‑Time; Hybrid/Telework available Department: California Department of Transportation (Caltrans), Office of Environmental Planning, San Bernardino District Key Responsibilities

Coordinate with federal and state resource agencies (e.g., Federal Highway Administration, Bureau of Land Management) to ensure project consistency and efficiency. Negotiate and implement Multi‑Species Habitat Conservation Plans (MSHCPs), conservation/mitigation banks, and other mitigation strategies. Track and manage resource‑agency deliverables, prioritizing tasks and holding quarterly meetings. Lead district biological activities during project planning, including surveys and field investigations. Facilitate the implementation of Context Sensitive Solutions, research and develop grant projects, and write programmatic agreements. Serve as the District contact for the Desert Managers’ Group and BLM; manage biological requests from headquarters. Review and comment on environmental documents, technical reports, and resource‑agency permits to assess mitigation effectiveness. Minimum Qualifications

Advanced degree in environmental science, biology, or related field with relevant professional experience. Knowledge of state and federal environmental laws, Caltrans policies, and mitigation strategy development. Experience coordinating with public and private stakeholders and with multiple agencies. Demonstrated ability to analyze environmental impacts and develop cost‑effective mitigation strategies. Possession of a valid driver’s license for operating state‑owned vehicles. Desired Qualifications

Strong communication skills, both oral and written, and extensive report‑writing experience. Ability to establish and maintain cooperative relationships with state, federal, and local agencies. Technical knowledge in environmental impact assessment, mitigation, and contract management. Application Process
