Burrow Global is seeking to hire four
IE&C Engineers
for a 12-month assignment with a petrochemical manufacturing company in Deer Park, TX.
This position will generally focus onsupporting and optimizing the plant's automation, control systems, and electrical infrastructure, ensuring safe and reliable operations.
Core Responsibilities An IE&C (Instrumentation, Electrical & Controls) Engineer at this facility will typically perform the following duties:
System Support and Optimization : Troubleshoot, maintain, and optimize existing instrumentation and control systems, which include systems (DCS), DeltaV and ABB systems, Programmable Logic Controllers (PLC), control wiring, terminal blocks, low voltage fusing, etc. and instrumentation. Experience with power distribution and motor protection up to 480 V.
Project Execution : Support the design, installation, testing, and commissioning of new electrical and instrumentation systems for capital projects, coordinating with contractors and cross‑functional teams. Responsible for developing scopes, estimates, and managing small to mid‑size capital projects (
Design and Documentation : Prepare and review technical specifications, datasheets, loop diagrams, wiring schematics, and other engineering documentation. Ensure documentation (including “as‑built” drawings) is accurate and up to date. Develops and implements strategies for spares, obsolescence management, and lifecycle considerations from a design and commissioning perspective.
Safety and Compliance : Champion process safety activities in project design, participate in Process Hazard Analysis (PHA) and incident investigations, and ensure all systems comply with relevant industry codes and standards (e.g., NEC, ISA, NFPA, OSHA). Knowledge of relevant standards (NFPA 70 / 79, NEC, IEC 61508/61511 or 61513, ISA‑5.1 / S88 for instrumentation, OSHA requirements).
Collaboration and Training : Work closely with operations, maintenance, and R&D teams. Provide technical guidance and training to instrument technicians and electricians to ensure robust and safe manufacturing processes.
Key Skills and Qualifications
Education : A Bachelor's degree in Engineering (Electrical or Automation Engineering is preferred).
Active TWIC Card
Experience : 5+ years of experience in a chemical or refinery facility with electrical, process control, instrumentation, and automation systems.
Technical Skills :
Proficiency with process control systems (DCS), DeltaV and ABB systems, Programmable Logic Controllers (PLC), control wiring, terminal blocks, low voltage fusing, motor controls protection and instrumentation.
Knowledge of process safety management (PSM) principles.
Familiarity with data analysis tools and continuous improvement methodologies.
Soft Skills : Strong analytical thinking, problem‑solving abilities, excellent communication skills, and the capacity to manage multiple projects and priorities.
