Environmental Compliance Officer FLSA Status:

FT Non-Exempt.

General Definition of Work:

Performs difficult technical and intermediate administrative work enforcing ordinances and various environmental codes, inspecting properties, maintaining records, preparing reports, and related work as apparent or assigned. Work is performed under the general direction of the City Engineer. Limited supervision is exercised over Clerks.

Qualification Requirements:

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Essential Functions

Serves as Erosion and Sediment Control Program Administrator; reviews erosion and sediment control plans for ordinance compliance and calculation verification; issues and monitors erosion and sediment control permits; performs site inspections for program compliance; submits monthly reports to the Virginia Department of Conservation and Recreation.

Provides technical and staff support to the Wetlands Board; prepares staff reports; oversees preparation of agendas and packets; inspects and photographs project sites; monitors wetland permits and maintains wetland records.

Provides technical and staff support to the Board of Zoning Appeals; prepares staff reports; oversees preparation of agendas and packets; inspects and photographs project sites; monitors variance and exception approvals and maintains BZA records.

Assists the public and other staff members in the interpretation and implementation of ordinance requirements for Sign, Site Plan, Subdivision, Zoning and Environmental Ordinances; enforces ordinance requirements, assists in drafting or updating the City's ordinances.

Participates in the Environmental Development Plan Review Committee meetings; review residential and commercial development plans for environmental management and zoning requirements; completes Chesapeake Bay Waiver applications; presents Joint permit applications for Resource Protection Area review.

Maintains Best Practices Database; determine mitigation requirements, list BMPs approved by addresses, obtains recorded BMP maintenance agreement, performs inspections.

Conducts additional reviews for building permit applications, review certificates of occupancy, reviews recordation and boundary line adjustment plats. Familiarity with GIS, environmental data tracking systems, and experience with MS4 permit compliance and reporting.

Performs other duties as required, requested or assigned.

Knowledge, Skills and Abilities Thorough knowledge of the ordinances and various environmental codes; general knowledge of legal procedures related to the enforcement of ordinances and codes; ability to read and interpret blueprints, site plans and designs and to ensure compliance with appropriate ordinances and codes; ability to prepare factual reports and present same to appropriate board or commission; ability to communicate effectively both verbally and in writing; ability to enforce ordinances and regulations with firmness, tact and impartiality; ability to establish and maintain effective working relationships with contractors, public officials, associates and the general public.

Education and Experience

Associates/Technical degree with coursework in environmental planning, or related field and considerable experience working with environmental laws and compliance issues, or equivalent combination of education and experience.

Experience in environmental compliance, regulatory enforcement, environmental program administration, preferably in a local government setting.

Physical Requirements This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to handle or feel and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic). Special Requirements

Combined Erosion and Sediment Control Program Administrator within twelve months of hire.

Valid driver's license in the Commonwealth of Virginia.
