Basic Function The MEC&R Manager provides leadership and assures management systems for reliability. The position is responsible for directing the technical assurance programs and delivery of technical expertise in support of refinery operations, maintenance, projects and turnaround activities for all mechanical, civil, electrical functions at the refinery. The role maintains equipment history, data and documents associated with the equipment we support.
Job Duties
Support an engaged team, work with extended leadership team personnel to deliver site performance.
Management responsibilities for team, including personnel safety, career development, feedback and budget.
Responsible for site strategy & tactics for reliability and availability performance.
Responsible for environmental, process safety, and reliability performance of the assets the MEC&R disciplines support.
Responsible for Reliability Centered Maintenance (RCM) and Risk Register work processes, meet the applicable standard and develop yearly improvement plans.
Ensure yearly update of site business plan, 10‑year infrastructure plan, and non‑routine maintenance plans.
Support site winterization preparation.
Responsible for small capital engineering efficiency and delivery targets for assigned small capital projects to MEC&R personnel.
Establish and manage reliability programs in areas of expertise such as Pump MTBR Program, Capital Spares Program, Electrical Relay Coordination Program, Turbine Overspeed Testing Program, applicable discipline engineering standards for new equipment, repair standards for mechanical equipment, civil inspection program, WECC/NERC compliance, electrical safety program, including electrical area classification, Solomon downtime/availability reporting.
Engineering support for turnaround and shutdown work scopes and execution resource support.
Accountable for the development of engineering design and generation of bills of materials in machinery, electrical and civil disciplines; manage or assure contract resources in the development of bills of materials for turnarounds.
Additional Responsibilities
Sponsor formal investigations.
Sponsor or coach troubleshooting teams.
Sponsor tactical improvement efforts for the refinery.
Special assignments or tasks assigned by superior as determined at sole discretion.
Education Level A minimum of a Bachelor’s Degree, preferably in a science or engineering related field, is required.
Experience A minimum of 10 years of on‑the‑job experience is required. Related refining experience is preferred.
Required Skills Advanced ability to lead & engage teams, influence without formal authority, and work in teams. Skills in multidiscipline problem solving, strategic & tactical mindset, learner mindset, change management, innovation, and assurance.
Supervisory/Managerial Responsibility Responsible for the supervision of up to 12 employees.
Work Conditions Office and plant based with up to 20% travel by land and air required. Petroleum refinery, warehouse/plant environment, and outdoor environment including but not limited to chemicals, pressure vessels, rotating equipment, confined spaces, and risk of electrical shock. Subject to all temperatures, weather, and varying road conditions.

Physical Requirements Job conditions require standing, walking, sitting, talking or hearing, making visual inspections, making precise hand and finger movements, lifting and/or carrying up to 50 lbs, climbing up to 200 ft, operating and driving assigned company vehicles at company standard insurance rates, valid state driver’s license and proof of insurance, perceiving color differences, wearing personal protective equipment (beards not permitted). Job conditions may require twisting, stooping, crouching, kneeling, reaching or grasping.
