Assistant Department Director – City of Oxnard, Housing Department The City of Oxnard’s Housing Department is hiring an Assistant Department Director to modernize procedures, update policies, and evaluate and organize staff workloads. The director will provide day‑to‑day oversight, manage program activities, evaluate operations, and make strategic recommendations for a team of approximately 50 staff members.

Mission & Key Program Areas The Housing Department enhances well‑being by addressing unsafe housing and alleviating the shortage of affordable units. Key program areas include Housing Choice Voucher, Capital Fund, Family Self‑Sufficiency, Public Housing, and Resident Opportunities and Self‑Sufficiency Grant Programs. The authority currently owns and manages 523 federally subsidized units and administers ~1,900 Section 8 vouchers.

Key Attributes, Skills, & Characteristics

Demonstrated expertise in change management and organizational transitions.

In‑depth knowledge of Federal (HUD), State (HCD), and local housing laws, codes, and regulations.

Strong verbal and written communication for effective interaction with residents, staff, and community stakeholders.

Proven leadership in supervising staff across multiple program areas.

Excellent organizational and administrative skills for managing complex operations efficiently.

Work Schedule Monday–Thursday 8:00 am–6:00 pm; alternating Fridays 8:00 am–5:00 pm. Additional hours may be required as needed.

Essential Functions

Oversee performance evaluations, training, hiring, discipline, and termination procedures; supervise a diverse workforce.

Manage major division operations; coordinate and implement programs; align operations with departmental strategy.

Monitor service quality, compliance, operational risk, and process improvement.

Provide technical guidance, evaluate projects, and resolve complex issues; handle escalated customer concerns.

Represent the division to city officials, boards, commissions, and outside agencies.

Develop and deliver presentations; prepare reports, correspondence, and system information.

Oversee budget administration, monitor expenditures, and recommend budget actions.

Perform additional duties as assigned.

Minimum Qualifications

Bachelor’s degree in public administration or a directly related field.

Four (4) years of progressively responsible and supervisory experience.

Effective oral and written communication in English.

Valid unrestricted Class C license (if required).

Bilingual in English and Spanish (if required for some positions).
