Description This position performs a variety of complex duties relative to the implementation and enforcement of various compliance programs; and performs related professional and administrative work as required to accomplish departmental goals. The incumbent works within a general outline of work to be performed and develops work methods and sequences under general supervision.

Essential Job Functions

Performs a variety of complex duties relative to the implementation and enforcement of various compliance programs such as assisting the Industrial Pretreatment (IPP) and Fats Oils and Grease (FOG) programs;

Participates in program opportunities and outreach events to increase public awareness of general wastewater programs working with Utilities and Engineering outreach;

Assists with anticipating budget requirements, preparing budget with input from relevant management, scheduling expenditures, tracking expenditures, monitoring costs, and analyzing variances;

Assists in addressing non-IPP/FOG related compliance issues as necessary;

Assists with Satellite Sewer System audits;

Evaluates the City’s implementation of the City’s Capacity Management Operations and Maintenance Programs;

Performs a variety of monitoring in the Sanitary sewer collection system and develops reports based on that monitoring;

Assists with general sewer use ordinance compliance investigation(s);

Initiates SSO reporting in absence of WW Compliance Manager;

Performs specialty projects if and when they come up;

Receives and responds to inquiries, concerns, complaints and requests for assistance in areas of responsibility related to wastewater compliance;

Attends training, meetings, seminars and conferences as appropriate to stay abreast of legislation and trends in Compliance program related matters and other subject matter as directed;

Performs other general administrative/clerical work as required, including but not limited to typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, etc.;

May be required to work overtime, holidays and weekends as needed in order to accomplish assigned work;

In the absence of Wastewater Compliance Manager, may temporarily assume those duties and responsibilities as assigned by management;

Performs other related duties as assigned.

Qualifications Minimum Requirements to Perform Work:

Associate’s degree, preferred;

Four (4) years of relevant prior experience in Utilities;

Must possess or be able to obtain a Level “C” Wastewater Collection System Operator within two and a half years (2.5 years) from date of hire or promotion; consideration may be given to applicant with regulatory background;

Valid South Carolina Class “D” Driver’s License.

Knowledge, Skills, and Abilities

Knowledge of algebra working with such factors as exponents, logarithms, linear and quadratic equations; concepts of analytic geometry, differentiation and integration of algebraic functions; statistics, applying such functions as frequency distribution, reliability, validity and correlation techniques; finance and economics using financial and econometric models;

Ability to plan or direct others in the sequence of major activities and reporting on operations and activities which are very broad in scope;

Ability to perform work involving the application of principles of logical thinking to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact;

Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style;

Ability to perform professional-level work requiring the application of scientific, engineering, accounting or legal methods in the solution of technical, administrative or legal problems; requires extensive understanding of operating policies and procedures and ability to apply these to complex problems; or the coordination of sub professional work in these disciplines; requires continuous, close attention for accurate results and frequent exposure to unusual pressures;

May conduct on-site analyses for permitted field parameters (including proper calibration and documentation) and collects samples for laboratory testing and prepares related reports.
